The IT Talent Management Programme is our digital recruitment initiative, opening routes to information technology (IT) careers through apprenticeships and graduate development opportunities.
Based in Integrated Digital Services (IDS) at Leeds City Council, the programme aims to attract, develop and retain fresh IT talent. The programme supports our goal of building a workforce with the digital expertise to embrace innovation and optimise our use of technology, enhancing our public services and business operations.
The two-year programme combines on-the-job training and a formal learning schedule, with a view to offering suitable candidates a permanent role on successful completion.
The public sector offers a wealth of opportunity for rewarding digital careers, and we also host students on degree or T level courses for work placements as an introduction to our sector.
We are initially offering apprenticeship opportunities starting in autumn 2025, with the graduate programme expected to start in early 2026.

Digital apprenticeships
We are offering digital apprenticeships at Level 4, equivalent to the first year of a degree programme. The first cohort will start in autumn 2025 with applications opening in August.
The apprenticeship is an excellent opportunity for you to gain expertise in a digital specialism such as:
- software development
- software testing
- data analysis
- cybersecurity technology
As a Level 4 Apprentice – Digital, you’ll be expected to balance work and study effectively as you develop your IT skills and knowledge through a blend of on-the-job, tutor-led and self-directed learning. You’ll work a 37-hour week, typically spending 30 hours per week in the workplace and your remaining contracted hours on training activities that contribute towards your apprenticeship. You will apply your learning to real-world scenarios in the workplace.
You’ll need to demonstrate commitment, time management, and the ability to learn and adapt quickly to the dynamic IT environment.
Eligibility requirements
To apply for the role of Level 4 Apprentice – Digital you must:
- be aged 18 or over and not in full-time education
- have the right to work in the UK
- hold at least five GCSEs at grades 9 to 4 (A* to C) including English and Maths (desirable)
- demonstrate a keen interest in IT and related fields
- show commitment to the full two-year apprenticeship at work and in the classroom
