As a Transport Planner within the Travel Behaviour Change Team you will have a lead role in the team ensuring that robust, effective Travel Plans continue to be secured through the planning process and will help manage  a significant caseload reviewing the implementation, monitoring and funding of Travel Plans across the Leeds District. You will work across land use classes, with workplaces, schools and residential developments.

About you

As our next Transport Planner within our Travel Plans Team (sub-team of the Travel Behaviour Change Team), you will bring to the role:

  • Knowledge and understanding of the planning system and the role of Transport Policy and Travel Planning, including Supplementary Planning Documents (SPDs) and Section 106 Agreements in achieving sustainable development.
  • Knowledge and understanding of preparing and delivering schemes and measures which promote and support safe and sustainable modes of transport.
  • Ability to manage competing priorities whilst delivering on a range of complex projects and adapting to changing circumstances and priorities.
  • Ability to lead and motivate others to achieve results.

About the role

You will be working alongside colleagues to monitor and implement Travel Plans across a variety of use classes while supporting the delivery of Behaviour Change projects, campaigns, and events that contribute to key Council strategies and ambitions such as the Connecting Leeds Transport Strategy, Vision Zero 2040 and the Sustainable Modes of Travel Strategy.   

The role holder will also support the delivery of packages of Behaviour Change interventions alongside key infrastructure improvement schemes across Leeds. You will be passionate about your role in ensuring that residents, commuters and visitors in Leeds have a safe affordable, zero carbon choice in how they travel.

Job Description

Job Purpose

To support the Travel Behaviour Change Team Leaders and Manager in the preparation, implementation and delivery of projects and programmes to influence safe road user behaviour and sustainable travel working alongside internal services, external organisations, businesses and educational institutions. 

Responsibilities

  • Provide input into and support the delivery of strategies and policy including the Connecting Leeds Transport Strategy, Sustainable Modes of Travel to School (SMoTs) Strategy, the Council’s Travel Plan, Leeds Vision Zero 2040 and the Leeds Transport Supplementary Planning Document (SPD).
  • Prepare consultation and specialist advice for planning officers, developers and their advisors on travel issues and Travel Planning matters to secure and support the delivery of effective Travel Plans.
  • Assist with planning and managing project budgets, development of business cases, project briefs, and preparation of funding proposals, bids and resource plans as required.
  • Work with key partners, external organisations and stakeholders in the development, preparation, review, implementation and monitoring of Travel Plans and road safety initiatives.
  • Co-ordinate, , deliver, evaluate and promote the Council’s Travel Plan to Council managers and colleagues and other specific elements of the workload as required.
  • Assist in the use and interpretation of data, policies and plans to inform the development of interventions to improve road safety and sustainable travel choices.
  • Develop new partnerships both within and outside the local authority to assist with the development and delivery of road safety and sustainable travel initiatives and programmes.
  • Build working relationships with the West Yorkshire Combined Authority, Local Transport Plan partner authorities and other appropriate networks and organisations.
  • Share and exchange Travel Planning best practice with other local authorities, partners, stakeholders and other relevant organisations
  • Support the planning and delivery of the marketing and promotion of travel planning and sustainable travel initiatives for the service’s wider travel planning work for schools and businesses as required.
  • Maintain and develop various management systems and databases for recording Travel Plan activity (eg. Modeshift STARS), raising orders, maintaining records and allocating resources.
  • Provide technical consultation, interpretation and specialist advice to the directorate and other bodies on behalf of the team.
  • Undertake the research, development and implementation of transport policies, initiatives and new innovations, taking responsibility for specific elements of the workload.
  • Manage the Assistant Transport Planner(s) and support the development of staff, following current staff development procedures.
  • Support the Team Leaders and / or Travel Behaviour Change Manager in the detailed organisation and administration of the Travel Behaviour Change work programmes.
  • Represent the Team Leaders and / or Travel Behaviour Change Manager where appropriate.
  • Undertake any other transport planning duties within the section as workloads and priorities demand at a level appropriate to the grade of the post.
  • Participate in training and development activities to ensure up to date knowledge, skills and continuous professional development.
  • Understand and work within the Council’s health and safety policies and practice, taking responsibility for both personal safety and that of colleagues and the public.
  • Promote and deliver positive solutions to achieving diversity, equality and inclusion in all aspects of service delivery, community engagement areas, focussing on equality of outcome.

Location

The role is based in Merrion House, Leeds but may involve working:

  • In Primary and Secondary schools, and other educational establishments
  • In a range of other settings such as businesses, community hubs and at public events
  • Occasionally in outdoors settings e.g. site visits, events and training

Essential knowledge

  • HNC/D or equivalent level qualification in a relevant field. Candidates with alternative further education qualifications who are able to demonstrate practical experience of direct relevance to the post will be considered.  
  • Knowledge of the local transport planning process and how Travel Plans can positively impact Travel Behaviour Change.
  • An appreciation of the issues and concerns which influence decisions about safe and sustainable travel choices.
  • An appreciation of the techniques and approaches to effectively promote good road safety practice and/or sustainable travel choices.
  • An understanding of the relationships between road safety and sustainable travel choices.
  • Knowledge of publicity and awareness raising campaigns.
  • Knowledge of project evaluation and monitoring techniques and procedures.

Desirable knowledge

  • Be familiar with key safe and sustainable travel organisations such as Modeshift, CoMoUK, RoadSafety GB.
  • Have an understanding of the National Curriculum/education system.
  • Ability to use GIS platforms to present and interrogate data.
  • A post graduate qualification in transport planning or an accredited professional qualification.

  • Experience working in the field of road safety/active travel/transport planning.
  • Experience developing and implementing safe and sustainable initiatives and events or similar activities that facilitate Travel Behaviour Change.
  • Experience developing and implementing Travel Plans.
  • Experience managing projects including project evaluation, monitoring and reporting.
  • Experience of working with partner agencies and identifying stakeholders to deliver multi-disciplinary projects.
  • Experience of working with members of the public.
  • Experience of interpreting complex data to inform, develop, implement and review projects.
  • Experience of working effectively with others to deliver projects.

Desirable experience

  • Overseeing or contributing to the management of a budget.
