We’re looking for an enthusiastic and proactive Training & Development Officer to support the delivery of high‑quality training across Passenger Transport. Working closely with the Senior Service Manager, you’ll play a key role in shaping a skilled, safe, and high‑performing workforce across catering, fleet, and transport services.

Essential Requirement

  • Full UK Driving Licence with D1 

About the role 

You will be joining a busy operational team who provide a daily passenger transport of SEN and ASC provision across the Leeds authority to approximately 4700 customers.

You must possess excellent communication skills both verbal and written, be professional, confident and skilled in developing positive relationships within Passenger Transport and external training providers. 

As our next training officer, you will understand and have knowledge and experience of delivering a range of training to a large organisation with a varied workforce and needs.  You will assist managers to ensure that they provide group and individual training and development which enables them to enhance employee performance.  You will have the ability to plan, manage and report on the training budget throughout the financial year, delivering service needs at best value against the skills matrix.

  • Develop and manage a skills matrix for Passenger Transport and LCC drivers
  • Design, deliver and evaluate a wide range of training programmes
  • Manage training systems, reduce paper‑based processes, and support electronic record keeping
  • Work with training providers to ensure high‑quality, best‑value delivery
  • Use data to produce reports for senior management
  • Support managers with coaching, mentoring and performance development
  • Manage the annual training budget
  • Carry out Quality, Environmental and Health & Safety audits

Job description

Job purpose The postholder will assist in the delivery of an effective and efficient range of training and development support to the operational and business development areas of Passenger Transport for Adult and SEND provisions in conjunction with the Senior Service Manager. To coordinate training provisions for all staff in the service whilst support the services day to day delivery and work with internal and external training providers.

Responsibilities 

  • To control, maintain a skills and training matrix for all Passenger Transport staff which identifies determines the requirements for individuals/service areas, tracks progress and reports on progress using a range of KPI’s.
  • To develop and deliver training programmes for operational and office-based staff as identified by the Senior Service Manager in line with the skills matrix, aligned to staff roles in the organisation. This should include the ability to develop presentations with supporting documentation for training i.e. overview, lesson plans training guides and delivery method.
  • Responsibility for supporting the Councils digital transformation programme to train staff on the use of mobile devices and applications independently and through PALS or other IT systems. Maximising the use of LCC training systems (BUBO) to meet the needs of the service delivery.
  • Ensuring that all new staff to the service complete a full induction training programme including shadowing. Regular review and monitor the induction programme content with H & S , Fleet and other services areas are required.  To record when staff have completed the training to a compliant standard.
  • To deliver service specific training courses where capable and qualified to do and undertake train the trainer accreditations to support this.
  • Support managers in the service to identify suitable training opportunities to support general career development, to address H&S concerns, following appraisals, to support performance improvement Work with managers in the service to identify gaps in staff knowledge and align to courses.
  • To work with and provide quality feedback on a range of training providers, ensuring high standards and business needs are met using a cost effective, best value approach which delivers the training needs for both service areas and the wider needs of the local authority.
  • Innovate training methods to meet the service need and make adaptions for personal adjustments as required, develop the service digital provision to maximise the use of the devices issues to staff.
  • To review the content of Toolbox Talks, with the H&S team, support in the roll out of toolbox talks and manage the recording of the records to show delivery.
  • To assist in the management, development and use of training systems and procedures, with a view to being less reliant on paper-based processes, ensuring all training is effectively captured on electronic systems and individual staff training records are kept up to date.
  • To use data systems to support the production of reports for senior management team.
  • To run and look after designated training environments/classroom, ensuring facilities management requirements are in place and these are effectively set up, arranged and tidied away after training use.
  • To plan, manage and report on the training budget throughout the financial year, delivering service needs at best value prices against the skills matrix.
  • To understand and have knowledge and experience of delivering a range of training to a large organisation with a varied workforce using a variety of learning styles/approaches to ensure a high standard of comprehension is achieved and improved employee performance. To assist managers to ensure that they provide group and individual training and development which enables them to enhance employee performance.
  • To review training methods and plan improved delivery of training.
  • To plan, develop and deliver a training programme which will be compliance with, legal requirements, industry standards and Leeds City Council corporate requirements.
  • A programme which can be promoted within our commercial strategies to external partners as part of income generation plans.
  • To work with Senior Service Manager to develop training programme to meet the service needs that provides role associated training, but also a coaching, mentoring and development programme to enhance employee performance.
  • To liaise with local colleges/training providers regarding the development of managers and staff through identifying and sourcing relevant courses and professional continuous development, making effective use of the apprentice levy. Monitor and maintain a training request system to ensure a fair and transparent process for the upskilling of staff within the service which aligns to the service requirement and job descriptions.
  • To co-ordinate the service measures regarding apprentices, trainees, and work experience placements.
  • To develop and manage the performance appraisal process to ensure completion on time for all staff within Passenger Transport.
  • To be responsible for ensuring all legislation and council policies and procedures linked to training and compliance are fully implemented and achieved in line with business requirements.
  • To work as part of a team and to share best practice with colleagues.
  • To ensure duties are carried out duties in accordance with Council Values.
  • To be a Quality, Environmental and Health & Safety auditor and undertake audits as requested and in line with the services schedule to support continuous compliance and service development.
  • To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills.
  • To improve own practice through observation, evaluation, discussion with colleagues and appropriate CPD programmes.
  • To work collaboratively with colleagues, knowing when to seek help and advice.
  • Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
  • Be aware of and comply with Leeds City Council policies and procedures e.g. child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person.

Qualifications 

  • Full UK driving licence including D1

Desirable requirements Candidates are not required to meet all the following desirable requirements however these may be used to distinguish between candidates.

  • Experience in Passenger transportation
  • Community Transport Association qualifications MiDAS PATs or equivalent
  • Qualifications from Regulated Qualification Framework RQF – Train the Trainer
  • ISOHH or NEBOSH General certification or other recognised Health and Safety qualification
  • Experience of working with external training providers and reviewing their service in terms of standard and costs to support a best value approach.
  • Experience of working with Adults , Young Adults and SEND service users
