Location: Merrion House / Assisted Living Leeds 2-3 days a week to support service delivery with hybrid working offered.
Technology Enabled Care (TEC) refers to the use of digital devices, remote monitoring tools, and smart technologies to help people live more independently and safely. It can range from simple community alarms and smart‑watch apps to advanced fall detectors, home sensors, and remote health monitoring systems.
As a TEC Development Lead, you will act as a subject matter specialist for TEC across the city. Working closely with the TEC Development Manager, you will help deliver the TEC Plan and lead continuous improvement, providing guidance to practitioners on technology solutions, and developing procedures and systems in collaboration with health and social care colleagues.
You will have a proven track record of introducing and managing change ideally with experience of training.

You have strong understanding of digital tools used in health and social care and are adept at understanding and advising about different technologies.
You have experience of working in a large organisation at a senior level, leading teams and managing change.
About the role:
You will work closely with a number of teams both internal and external to the council, designing, coordinating and delivering TEC-related training for staff across the service.
You will work with teams, partners and technology providers to promote and embed TEC solutions into practice.
You will be adept at managing communications to support service users and families in understanding and engaging with technology.

Job Description
Job purpose Assist the TEC Service Development Manager to continuously develop and deliver the aspirations in the TEC Plan and embed these into everyday social work and social care practice, serving as a subject matter specialist and advocate for TEC at the system level, championing TEC across multiple organizations.
Responsibilities
- Responsible for the day-to-day management of the TEC improvement programme, providing guidance to practitioners on technology solutions, and developing procedures and systems in collaboration with health and social care colleagues.
- Supervision and direction of employees, including allocation/checking work, advising and training as required0
- Manage communications to advise and reassure service users and families about technologies.
- Contribute to business cases and understand basic cost-benefit considerations.
- Work in a multi-agency partnership environment (Council/NHS).
- Contribute to the TEC Plan, system-wide TEC Strategy and roadmap, aligning with Adult & Health Service objectives.
- Prepare, deliver and coordinate training on all TEC initiatives for staff.
- Work with teams across LCC and partners to embed TEC approaches into everyday practice. Promote TEC adoption in all relevant service areas
- Collaborate with IDS providers, telecare equipment vendors and a variety of practitioners to drive TEC adoption and implementation.
- Evaluate outcomes, measure impact, and report on the effectiveness of digital initiatives
- Present complex information clearly to stakeholders including managers and staff.
- Support PO6 TEC Service Development Manager in providing guidance and support to senior officers, elected members and staff across the Council, including deputising for the TEC Development Manager at meetings and events commensurate to the grade, where required.
- Support the evaluation of projects and contracts, including data collection; collation and scrutiny of Key Performance Indicators (KPIs) and performance management information; benchmarking; report writing, and the implementation of practical outcomes and lessons learned.

Qualifications Degree level or equivalent knowledge and experience gained in relevant service area.

- Able to use initiative to develop solutions to issues and problems to ensure effective delivery of the service with the ability to influence others without direct control.
- Able to use and experience of the use of information technology e.g. word, spreadsheet, database, email etc.
- Able to create and deliver TEC training products by a variety of methods. Including some familiarity with digital solutions used in health and social care.
- Able to and experience of providing customer focussed services

- Aware of emerging assistive technologies (e.g., AI-driven monitoring, IoT devices, remote health management platforms) and their potential use in public sector care.
- Experience of supporting digital transformation projects within health or social care settings, ideally with some involvement in cross-sector or multi-agency initiatives.
- Experience pf assisting with applications for external funding or grants related to technology-enabled care or service innovation.
- Experience working collaboratively with partners such as local authorities, NHS, voluntary sector, or technology suppliers.
- Experience of contributing to delivery of staff training on digital skills or technology adoption in a care environment
