We are looking for an inspiring and forward-thinking Environmental Health Team Manager to lead our Environmental Protection and Health & Safety Team. About the role

This is a challenging and rewarding role, working with a dedicated team of professionals in one of the most dynamic and diverse cities in the UK.

As Team Manager of the Environmental Protection and Health & Safety team you will deliver a range of functions including commercial nuisance investigations, health & safety in the private sector, entertainment licensing, animal welfare, air quality and pollution control. You will be a key part of our management team, contributing to strategic decision making and ensuring excellent service standards. You will forge and maintain strong partnerships with the Environment Agency, Police, DEFRA, HSE, UKHSA, along with internal partners and local organisations. You will be an excellent motivator and be able to support and develop your team of EHO’s and technical officers, overseeing complex regulatory work and managing budgets along with competing service demands.

Job Description

Job Purpose:

Working directly to the Environmental Health Manager, the Team Manager will lead a multi disciplined team in the Environmental Health Service in order to ensure service outcomes are developed and delivered according to agreed priorities.  The role will focus on continual improvement of the service in terms of efficient working and value for money, use of the best service delivery models and engagement with customers, Members and key partners.

Responsibilities:

  • To understand the dynamic of the team and be proactive in the development of the team as a whole to maximise service outcomes.
  • To lead and manage a multi disciplinary team to ensure the delivery of high quality, effective and efficient services that meet strategic objectives, statutory responsibilities and support Council priorities.
  • To lead service planning, change management, staff recruitment and procurement of internal and external services at a team level.
  • To forge and maintain good relationships with key stakeholders and partners at a senior level, e.g Police, DEFRA, FSA, HSE, Environment Agency, UKHSA, the private sector and voluntary groups.
  • To plan, design, lead and manage programmes focusing on addressing health inequalities and environmental improvements.
  • Investigate and respond to formal complaints (stages 1 & 2 and Ombudsman).
  • To lead the team level preparation and development of budgetary provision and make recommendations on budget management and financial planning.
  • To be responsible for the management of resources and service delivery to agreed budgets whilst ensuring compliance with the Council’s Financial Regulations and standing Orders.
  • To develop and maintain good working relations with Trade Unions.
  • To provide expert guidance, in depth specialist knowledge and direction to an environmental health team, the wider organisation and partners on a wide range of environmental health and public health activities.
  • To use a range of skills and techniques to develop individuals to deliver to their full potential and achieve career aspirations including the delivery of appraisals and personal development plans.
  • To provide support to team members directly reporting into the post, in particular on staff development and individual performance management issues.
  • To accurately record and keep updated information using such Information Technology and other systems as used within the service.
  • Working with the service manager, to play a key role in cultural and operational change within teams.
  • To undertake regular and effective communication and involvement of the full team in all relevant service issues and to ensure the team feel engaged.
  • To ensure the Council-wide ambitions, values and vision are well recognised through the behaviour and reputation of the team.
  • To form strong working relationships with Elected Members and partner organisations to ensure effective delivery of services to meet local needs.
  • To be proactive at threading the Council’s values into the work of the team and service outcomes.
  • To deliver positive solutions to achieving diversity and equality in all aspects of service delivery.
  • To manage operational resources across the functional area and maximise resource use across partnerships to deliver best results in local areas and across the city.
  • To translate the service plans into a clear team-level work plan.
  • To continually identify and respond to opportunities for further service efficiencies.
  • To ensure the Health and Safety of all staff and resources within the service via the implementation of relevant legislation, corporate requirements, industry standards and good practice.
  • To deputise for the Environmental Health Manager and other relevant senior staff as required.
  • Communicate effectively with a wide range of people including colleagues within the service and across the council, internal/external partners, agencies, customers and the general public dealing with all contact in a professional manner
  • The postholder will work as part of a team and will be expected to work with team members. You will also be required to work alone whilst fulfilling field or office based tasks.
  • In certain circumstances, in the interests of operational efficiency, rota cycles can be varied subject to appropriate consultation and with reasonable notice.
  • A flexible approach to working hours with the ability to work outside of normal hours to respond to emergency situations on short notice is required
  • Flexible and adaptable to change to assist other services as required commensurate to grade  
  • To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills
  • To improve own practice through observation, evaluation, discussion with colleagues and development programmes.

  • Good understanding of and commitment to equality issues in both employment and service delivery

Experience Required

  • Relevant leadership experience in a service or operational area relevant to the area of service delivery in the remit of the post.

  • Experience of managing services to meet customer needs.
