As a Service Delivery Manager, you’ll thrive on providing effective leadership for the development and delivery of work aimed at reducing the prevalence and impact of anti-social behaviour in the city. You will work in partnership to develop and deliver major programmes, projects, and procedures, ensuring alignment with financial management protocols.

About You

As a Service Delivery Manager, you will bring to the role:

  • The ability to develop and lead the delivery of appropriate local strategies to tackle anti-social behaviour across all sectors.
  • A commitment to actively reducing incidents of ASB and crime in Leeds.
  • Experience in dealing with cases of nuisance and harassment.
  • The ability to manage conflicting demands and priorities within a political context.
  • Experience in developing and delivering area-based initiatives within challenging neighbourhoods.
  • Personal presence and the ability to provide assured and positive representation of the service in various settings, including public and professional forums.

About the Role

As our next Service Delivery Manager, you will oversee the Triage and LASBT Management teams, leading and directing officers within these teams while maintaining a proactive multi-agency partnership approach. You will manage staff and resources effectively in line with operational procedures and assist in promoting the service through presentations and training to partner agencies and other organisations.

The role is integral to our Leeds Anti-Social Behaviour team, as you will have oversight of developing and reviewing local strategies while maintaining a proactive multi-agency partnership approach to handling ASB and Noise.

LASBT is part of the Safer Leeds partnership, which includes officers from Leeds City Council, West Yorkshire Police, Housing Leeds, Belle Isle Tenant Management Organisation, West Yorkshire Fire and Rescue Services, Youth Offending, and Victim Support. There are currently three operational teams covering the South and City Centre, East North East, and West North West areas of Leeds. The teams are supported by a performance and information team based at Merrion House. LASBT is designed to deal with behaviour that cannot be reasonably resolved through tenancy management or mediation.

Job Description

Job purpose

The primary purpose of this post is to provide effective leadership for the development and delivery of work to reduce the prevalence and impact of anti-social behaviour in the city.

This Includes:

  • Promoting and leading the development of locality and city-wide good practice initiatives
  • Management of the Triage
  • Management of LASBT Management
  • Promoting and influencing single agency and partnership work
  • Positively influencing the development of policy and practice
  • Key partner in ensuring Leeds is the leading city around its response to dealing with ASB

Key Requirements:

  • Manage a Triage and LASBT
  • Develop and deliver major programmes, projects and procedures ensuring in line with financial management protocol
  • Lead on Serious Case Reviews, Domestic Homicide Reviews, Community Triggers and Ombudsman enquiries
  • Develop and lead in the delivery of appropriate local strategies
  • Develop and implement the various data systems
  • Identify best practice locally and nationally
  • Monitor and oversee review/implementation of PSPOs/Alleygates

Responsibilities

  • To demonstrate strong and effective leadership and management in line with the Council’s values and standards
  • To actively promote community involvement, maximising the opportunities for positive co-ordinated publicity.
  • To lead on serious, complicated and Ombudsman case reviews
  • To lead and direct officers within the Triage and LASBT whilst maintaining a pro-active multi-agency partnership approach.
  • To manage staff and resources effectively in line with operational procedures
  • To lead on the development of investigation and intelligence procedures and ensure communication across the partnership.
  • To prepare reports, briefings and ASB analysis to a wide range of audiences (press officers, members, Safer Leeds Partnership, projects boards etc).
  • To have a full understanding of local Anti-Social Behaviour procedures and current legislation
  • To represent Safer Stronger Communities Team in a professional manner at a range of multi-agency meetings
  • To lead on the development and review of PSPOs and support the work around Alley gates
  • To be flexible across the LASBT, providing cover in the absence of colleagues & deputising for the Head of Safer Neighbourhoods and ASB as required.
  • To assist in the promotion of the service through the delivery of presentations and training to partner agencies, and other organisations.  Including supporting Leedswatch with the response to noise nuisance
  • Preparing a training package regarding Noise and ASB Response
  • Ensuring compliance with the Data Protection Act and any other relevant legislation.
  • Keep abreast of policy developments, internal and external, which have corporate implications for the Council and Safer Leeds.
  • Review and develop operational procedures and systems ensuring that they are in line with national guidelines.
  • Contribute to service reviews and implement service development activities.
  • Lead and manage on IT systems and service improvement areas, to ensure that corporate priorities are delivered.
  • Develop and maintain productive working relationships that command respect, trust, and confidence with partner organisations.
  • Work as part of a team supporting colleagues to deliver partnership business support and administrative services.
  • Work with a range of stakeholders including, elected members, government office, home office representatives and partner representatives.
  • To ensure the development of staff in the Triage and LASBT including, staff appraisals, one to one supervision meetings and monitoring of individual and team performance.
  • To ensure that all safeguarding concerns are reported and escalated as necessary.
  • To carry out all duties of the post in accordance with the council’s equal opportunities policies and procedures.
  • To lead on the coordination and implementation of key work areas associated with the Safer Stronger Communities People Plan.
  • Manage business transformation projects, utilising tools and techniques to manage change to achieve the required business outcome
  • Promote new ways of working to maximise efficiencies across services and partnerships by leading on specific programmes of change as assigned, initiating, planning, executing, monitoring, controlling, and closure/ implementation of projects
  • Line management responsibility of LASBT Managers
  • Work with equivalent officer within Leedswatch to ensure seamless and collaborative approach between both services.
  • Any other duties as may be required which are commensurate with the responsibilities and grade of the post

Qualifications

  • Knowledge of policy and best practice relating to anti-social behaviour
  • Knowledge of current legislation and issues relating to anti-social behaviour
  • Knowledge of wider community safety issues
  • Knowledge of Freedom of Information Act, Data Protection Act and Health and Safety legislation.
  • Knowledge of equal opportunities legislation and policies and what they aim to achieve.
  • An understanding of the need to work within financial regulations.
  • Professional qualification in a related subject
  • Knowledge of housing, local authority or police structures and the challenges facing local authorities and the police
