Leeds Building Services (LBS) is the in-house service provider for construction, repairs and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centers and Children’s Homes across the Authority.

Job Description

Job Purpose: To successfully lead on the scheduling of responsive repairs, ensuring the effective allocation of resources to deliver safe, high-quality services with a drive to achieve results right first time, customer satisfaction and maximise productivity. The Senior Works programmer will manage a team of staff with Leeds Building Service and may be required to work flexibly.

To achieve high levels of efficiency, cost effectiveness and quality, ensuring maximum performance in accordance with the targets, standards and policies of the Council. To ensure overall value for money is achieved. 

Responsibilities

  • To assist the Senior Service Manager to meet contract KPI’s by being the day-to-day lead for the front-line scheduling of the service.
  • To undertake daily line management duties of staff within the team in accordance with all council policies and procedures, ensuring staff records are maintained using the appropriate documentation.
  • To effectively manage the performance of staff and quality of work produced and respond appropriately to performance issues, through a coaching style of management. Providing both high challenge and high support.
  • To provide a link and oversight of programming activities across LBS to ensure consistency in service and approach including leading on responses to other Leeds City Council Service Areas.
  • To produce and present reports to the management team on a regular basis in order to monitor operative and job performance with an emphasis on productivity and cost / income management.
  • To lead on the invoicing & application for payment process in line with service area processes and via relevant systems e.g. Connect, PSTeam, Civica, CAP, FMS etc.
  • To act as a lead on all system related issues, developments and configuration to facilitate and support efficient and effective use for teams ensuring close working with supplier and IDS colleagues.
  • To lead on and assist with the investigating and resolving of complaints regarding the service in accordance with the Councils Complaints Policy.
  • Ensure that customers receive additional support where required to ensure works can be carried out safely and in a timely manner. 
  • Lead on the social value activity across LBS identifying potential opportunities and maximising outputs throughout the supply chain. 
  • Work closely with operational teams and provide strategic input into operational decisions ensuring that the customers are represented and they are the key focus throughout. 
  • To act as a Safeguarding Lead Officer to ensure appropriate safeguarding reporting procedures are adhered to.
  • Ensure that teams are trained and competent in the administration of Health and Safety legislation and information is considered when scheduling work e.g. UDC’s.
  • Ensure that work is delivered in line with Business Continuity and risk management procedures in place in Leeds Building Services.
  • To ensure all activities are delivered in accordance with all legal and regulatory requirements and in line with the Council’s policies and procedures.
  • To lead on and effectively liaise with customers, clients and external stakeholders to ensure all repair related issues are identified and any specific requirements are adhered to. Ensuring an efficient programming service is offered to improve customer satisfaction acting as a point of contact for the service when required.
  • To work flexibly across the Leeds Building Service to respond to Service priorities as needed. To be flexible and adaptable to change to assist by undertaking duties as required commensurate to grade.
  • To deliver appraisal, training and development activities as necessary to ensure up to date knowledge and skills.
  • Maintain a high level of personal effectiveness and uphold and promote the name and reputation of Leeds City Council and operate in accordance with the Leeds City Council code of Conduct.
  • To ensure effective positive and open relationships with staff and trade union representatives in the working environment supporting people to feel motivated and engaged in the values, vision and direction of the service.
  • To lead on workforce planning and support change management activities including organisational development as required, implementing a proactive approach to service and process improvement.
  • To improve own practice through observation, evaluation, discussion with colleagues and development programmes

  • Up to date knowledge of social housing and issues affecting the sector.
  • An understanding of landlord legislation with particular emphasis on repair and maintenance obligations, including but not limited to Disrepair and Right to Repair legislation.
