Who we are & what we do…

  • A team of 30+ people, consisting of Technicians, Apprentices, Engineers and Managers.
  • Working with various Developers, Contractors and internal clients.
  • Delivering Highway schemes ranging from £20k to £100M.
  • Primarily based in Merrion House in the city centre, but also currently working in site offices in Armley, Cross Gates and Horsforth.

Job Description 

Job purpose

As a senior member within a team engaged on the delivery of highway and other civil engineering schemes undertake design and construction management activities as required and supervise the work of other staff within the team

Responsibilities

  • Manage a small group of staff engaged in feasibility, design and construction management of highway and other civil engineering schemes.
  • To motivate, develop and coach staff to achieve Corporate Plan, Service Plan and Divisional Plan objectives.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.
  • An understanding of employees’ responsibility for health and safety.
  • Undertake design and construction management of highway and other civil engineering schemes and as a senior team member manage schemes and supervise staff.
  • Provide a high quality and cost effective engineering consultancy service to support the delivery of highway and other engineering related schemes.
  • Support the development of policies to ensure efficient service delivery, continuous improvement and corporate objectives.
  • Represent the Service, the Department and the Council as a senior officer for matters relating to highway design and construction and other related areas of work.
  • Experience of working within the requirements of the CDM regulations.
  • Ensure that all work is produced in accordance with legislation and to the appropriate local, national and corporate standards, policies and practices.
  • An understanding of working within the framework of highway legislation and statutory procedures.
  • Assist in the development of partnership working.
  • Continually develop and maintain specialist knowledge of contemporary issues associated with the preparation and delivery of highway schemes.
  • Undertake the role of Supervisor on construction contracts when required.

Qualifications

  • Civil Engineering degree (or equivalent)

  • Well-developed computer skills in relation to the delivery of highway schemes.
  • Ability to carry out highway/feasibility design and/or effectively manage highway construction schemes.
  • Experience of delivery and managing schemes to meet customer needs using scheme management techniques and reporting recommendations.
  • Appreciation of the public sector and its relationship with the private and third sectors.
  • Ability to interpret corporate vision and values and put into practice through agreed policies and strategies.
  • Ability to communicate key issues clearly and succinctly both in writing and verbally.
  • Ability to write reports and carry out presentations.
  • Ability to resolve conflict.
  • Experience of working effectively with others to deliver schemes.
  • Awareness of public sector issues.
  • Ability to develop and contribute to partnerships involving various stakeholders to achieve positive outcomes.
  • An awareness of local government and experience of achieving results in a politically sensitive context.
  • Ability to develop productive working relationships that command respect, trust and confidence
