This is an opportunity to play a lead role in shaping how Leeds City Council delivers a brand‑new statutory service. You’ll be at the centre of setting up the Building Safety Levy from the ground up, designing practical, robust processes and digital solutions that will support compliance, transparency and confidence as the levy moves into live operation in Autumn 2026. The role offers real scope to influence how systems work in practice, working closely with colleagues across Planning, Building Control, Finance, Legal and IT to make sure the levy is administered fairly, accurately and efficiently

About the role
As Senior Business and Systems Support Officer, you will act as the lead expert on levy matters , overseeing and refining all aspects of levy administration. By working with colleagues and service users, you will help Leeds City Council run the levy smoothly and fairly, making a positive difference to both the council and the community.
The Senior Business and Systems Support Officer will join our Business & Systems Support (BSS) team, which plays a crucial role supporting Planning and Sustainable Development, focusing on developer contributions, digital planning, customer feedback and business improvement and efficiency. You will have the chance to make a meaningful impact on the team, as well as to participate in various service wide improvement projects

Job Description
Job Purpose:
- To manage, monitor and provide technical advice on the developer contributions, focussing on Building Safety Levy
- To take forward service improvements in the development and collection and monitoring of developer contributions
- Provide reporting mechanisms of both statutory and non statutory information to a wide range of audiences including officers, elected members, development industry and other customers,
- To assist in developing digital services to support the ongoing needs of the business
- To assist in the other areas covered by the Business and Systems Support Team- information governance, complaints, training and performance, as appropriate
Responsibilities for Grade:
- To carry out the day-to-day administration of the developer contributions ensuring compliance with the Regulations
- To provide technical advice and guidance on developer contributions to interested parties including potential developers, colleagues, managers, elected members, local councils and community groups.
- To monitor and report on the collection and expenditure of infrastructure developer contributions funds in accordance with the Regulations.
- To manage and respond to FOI requests as appropriate
- To keep up to date with national legislative and policy changes on developer contributions and advise the Council on the need for any updates
- To advise on service improvements and system enhancements to further develop the smooth running of monitoring of developer contributions processes
- To train other members of the team to carry out monitoring related administrative tasks.
- Prepare reports for internal audiences on the collection and spending of contributionsthe CIL.
- To be responsible for managing and developing digital services to support the growing business needs of the service
- To assist in other project and service improvement work, including information governance, training, performance management, complaints, as required
- Carry out such other duties which may be required by the Business and Systems Support Team Leader, appropriate to the grade and responsibility of the post and the skills of the post holder.
- To be aware of the Council’s policy on Risk Management and to escalate any new, emerging or potential risks to the post holder’s line manager.
- To ensure that all necessary data is provided in an accurate, reliable and timely manner, and is fit for purpose in accordance with the Council’s data policies.

Qualifications
Related degree or degree level professional qualification or related experience at a senior level

Skills Required
- Ability to interpret planning policies and guidance and regulations
- Good analytical skills and reasoning ability
- Ability to understand building plans
- Ability to communicate complex technical issues in oral and written form to assist members of the public, staff and Councillors

- Ability to collate, interpret and analyse data
- Ability to work to strict deadlines with conflicting priorities and to manage personal work and time effectively
- Ability to manage small scale projects
- Able to use standard IT desktop packages particularly spreadsheet and databases
Knowledge Required
- Related degree or degree level professional qualification or related experience at a senior level
- Good knowledge of at least the one of the key areas of work of the team
- Understanding of the role , function and organisation of local government and current issues facing the public sector
Experience Required
- Experience of working with at least one of the key areas
- Experience of complex regulatory processes
- Experience of preparing and presenting reports
