As a Section 38/278 Engineer you will be joining a busy team liaising with various stakeholders to provide a high quality engineering consultancy service from application stage to the adoption of highways on a variety of developments across the City of Leeds.

About you

As a Section 38/278 Engineer you will be a highly motivated and organised individual engaged in the delivery of a high quality service assessing and progressing S38/278 (Highways Act 1980) applications through to adoption. You will also manage a number of schemes liaising with multiple internal and external stakeholders to ensure cost effective and efficient progression of all schemes within your team. As a Section 38 Engineer you will bring to the role:

  • Understanding of both Section 38 and Section 278 of the Highways Act (1980).
  • Ability to work as part of a team to achieve positive outcomes.
  • Able to communicate key issues clearly and succinctly both in writing and verbally.
  • Ability to contribute to initiatives to improve standards and performance.
  • Ability to manage competing priorities whilst delivering on a range of schemes and adapting to changing circumstances and priorities.
  • Well-developed computer skills in relation to the delivery of highway schemes.
  • Ability to make an effective contribution to internal and external meetings.
  • Ability to develop productive working relationships that command respect, trust and confidence.
  • Knowledge of highway engineering.

The role is in the Section 38 Team within the Highways and Transportation service area, and you will be joining a supportive and welcoming team that delivers high quality engineering advice to developers, external agencies and internal teams on highways and adoption related matters.

Job Description 

Job Purpose

As a team member to ensure proposed highway schemes are designed, constructed and implemented in line with statutory obligations, City Council policies, standards and specifications for adoption as publicly maintainable highway.

 

Principal Responsibilities

  • Managing a wide range of schemes from initial application to adoption as part of the Section 38/278 Adoption process.
  • To be motivated to achieve Corporate Plan, Service Plan and Divisional Plan objectives.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.
  • Provide technical support to the processes and procedures operated within the team.
  • An understanding of employeesâ€􀀙responsibility for Health and Safety.

Specific Responsibilities

  • To assess applications and advise developers of the S38/S278 (Highways Act 1980) adoption process.
  • Support the provision of a high quality and cost-effective engineering consultancy service providing for the delivery of highway and other engineering related schemes.
  • Carry out site visits anywhere within the authorityâ€􀀙𯿿 borders.
  • Monitor own progress against targets.
  • Follow procedures and maintain records in accordance with the directorateâ€􀀙𯿿 standards.
  • Support the development of policies to ensure efficient service delivery, continuous improvement and corporate objectives.
  • Appreciation of working within the requirements of the CDM regulations.
  • Undertake work in accordance with legislation and to the appropriate local, national and corporate standards, policies and practices.
  • Support the development of partnership working.
  • Knowledge of Highway Engineering.
  • Maintain a knowledge and awareness of new developments related to the area of work.
  • Awareness of Local Government and Public Sector Issues.
  • To develop and maintain good working relationships with internal and external customers and other stakeholders to achieve corporate objectives and to maintain a position of service provider of first choice.
  • Liaise with LCC Transport Development Services, legal and planning services to ensure S38 / S278 agreements are progressed

Qualifications 5 GCSEs including Maths and English (or equivalent) or appropriate experience.

  • HNC or HND in Civil Engineering or equivalent level qualification and or experience relevant to the duties of the post.
