Location: Spen Lane Mental Health Accommodation Service

As a Registered Manager you must demonstrate a commitment to working within the Mental Health Accommodation Service and achieving the best possible outcomes for people.

The successful candidate must demonstrate skills, knowledge, and experience in the following key areas of responsibility:

  • Leading and developing a person-centred accommodation service.
  • Ensuring safe and effective support planning and medication systems.
  • Managing admissions and discharges.
  • Maintaining compliance with CQC and safeguarding standards.
  • Driving service improvement through quality assurance, staff development, and stakeholder consultation

As a Registered Manager you will have a responsibility to:

  • lead on the development of the accommodation service, incorporating a customer focus which is collaboratively delivered with all stakeholders.
  • Manage, develop, supervise, and appraise teams.
  • Ensure the service is operating to the required standards and meets the expectations of us from CQC.

About the role

  • Spen Lane, Mental Health Accommodation Services supports people transitioning from the acute mental health hospital wards, prison, homelessness etc, to:
  • Improve mental health and daily living skills.
  • Maintain tenancies.
  • Integrate into communities through planned moves.
  • Deliver care in a therapeutic environment, working within a trauma informed way that focuses on recovery and intervention.

The role is integral to our Mental Health Accommodation Services which promote independent living with onsite support delivered by the team. A strengths-based approach to supporting people and risk management planning is essential along with building strong connections to the local community.

The post holder will lead and manage the service to ensure they deliver quality outcomes to the people who access the services.

The post holder must demonstrate a commitment to working with people who have complex needs.

Job Description

Job purpose

To lead on the management, development and administration of the service, within a locality area in accordance with Council aims and objectives, values and Policies and Procedures.

Responsibilities

  • To lead on the development of the accommodation service incorporating a customer focus and which is collaboratively delivered with all stakeholders.
  • To deliver a safe and effective system of medication management.
  • To deliver and maintain a responsive, safe and effective support plan system.
  • To liaise effectively and as required with the care regulator, The Care Quality Commission.
  • To manage a high service turnover of admissions and discharges efficiently and effectively in conjunction with the MH Housing Support Workers and team.
  • To deliver a person-centred service, which includes therapeutic interventions, which is achieved through the provision of collaborative support plans and positive risk management approaches.
  • To apply the principles and practice requirements of the Mental Capacity Act (2005) in your practice and service whilst fully taking account of other legislative requirements and that apply and may be introduced.
  • To promote customer wellbeing and safeguard customers from potential and actual abuse, with prompt safeguarding actions and preventative activity that takes into account evolving best practice approaches and policy and procedural requirements.
  • To maintain effective communication systems and activities including leading / chairing team meetings and disseminating evolving information across your area of responsibility.
  • To develop and lead on establishing community links and stakeholder collaboration across a wide range of local and citywide opportunities
  • To efficiently collate, prepare and present complex management information to a range of stakeholders, including that which is required by the department.
  • To ensure that qualitative and quantitative data management systems are maintained through effective management of information and documentation, which fully take account of Information Governance requirements.
  • To apply the Councilsvalues in your practice and integrate these values within your area of responsibility.
  • To work strategically as part of an integrated management team in delivering the full service Quality Assuranceprogramme, whilst ensuring that service activity and performance is monitored effectively and that where failing standards are identified, prompt and effective actions are undertaken to address such shortfalls.
  • To promptly address unacceptable performance, or behaviour(s) within your team utilising a range of imaginative approaches and through applying HR policy and procedures to address these concerns.
  • To take a lead in the development, recruitment and retention of the workforce, whilst supporting employees through maintenance of a positive and supportive management culture. In addition to supporting students and volunteers.
  • To seek out and develop innovation and evidenced based practice approaches, through identifying best practice approaches, which are both validated and research based.
  • To take a lead on imaginative and proficient use of resources whilst remaining within budgetary constraints and in doing so ensure applying effective and efficient rota management.
  • To maintain a system of staff training and development activities which are closely linked to the regular supervision and appraisal processes.
  • To enable the staff team to use IT systems such as the Client Information System and in line with GDPR
  • Work flexibly across care provision, as required by the priorities of the Council and City wide service provision.
  • To undertake on-call duties as required, on a rotational basis.
  • To undertake other duties appropriate to this post and this level of responsibility.
  • To ensure that the service meets the requirements and expectations of all Leeds City Council policies and procedures, including the wide-ranging responsibilities under Health and Safety legislation.

Qualifications

It is essential to hold a Level 3 diploma in Care or equivalent as a minimum standard.

The post holder should be prepared to register for the Level 4 Diploma in Adult Care, or the Level 5 Diploma in Leadership and Management within 6 months of commencing the role.

Should the post holder opt to complete the Level 4 Diploma in Adult Care in the first instance, they will then be required to undertake the Level 5 Diploma in leadership and Management at the earliest opportunity.
