Internal vacancy. Applications will only be considered from existing Leeds City Council employees.
This temporary 12 month post is aimed at supporting care workers that have arrived in the UK on a Care Worker Visa and are now at risk of being displaced by their sponsor. You will be working with social care providers across Leeds as well displaced internationally recruited care workers to find new sponsored roles within the adult social care sector. The role will include working with Commissioning and contracts teams to understand the adults social care market in Leeds and develop processes to encourage care providers to take on the employment/sponsorship of international care workers. Others responsibilities of this role include:
- Work with care providers across the city to understand their recruitment needs, especially in relation to their capacity and ability to support sponsorship of international care workers with a view to sourcing viable employment opportunities for international care workers
- Work with providers to offer advice, guidance and promote good ethical robust international recruitment practices, and support them through the sponsorship process
- Work with the We Care Academy to develop and implement processes to support matching of displaced care workers with providers across the city
- To be responsible for the matching and placement of job seekers on the care worker visa
- To be responsible for keeping up to date and accurate records in relation to progress and outcomes and to write and share regular performance reports to key stakeholders

Job purpose
The role of the OD Officer is to design, develop, deliver, monitor and evaluate a range of excellent quality, responsive and flexible OD interventions to support a number of stakeholders, including internal and external services, staff and managers to assist with delivery of excellent results through people.
This will be done through;
- Taking a pro-active role in creating and maintaining effective relationships and establishing credibility with internal and external service managers
- Providing a range of excellent quality OD advice and support to staff and senior managers within allocated services on a wide range of OD activities
- To develop strategies/programmes/resources for identifying and meeting learning and development needs, and support workforce planning
- Working as part of a team to develop and deliver OD solutions to meet service needs.
- Delivering key Adult Social Services OD projects and initiatives across the City.
Design, Develop, deliver, evaluate and measure the outcomes of OD interventions.
Context
This post sits within the Adult Social Care OD team providing a range of OD advice and support to internal and external services. In addition, the post holder will lead on specific OD activities and projects.
Key Accountabilities
- To work to agreed OD standards to ensure consistent delivery of OD services.
- To collate, report and measure OD performance and benchmarking.
- To take a lead in collating, analysing, and providing timely and accurate information, data and associated OD related performance information to support service needs, assist senior managers in their people management responsibilities and meet statutory and nationally recognised training requirements.
- Liaising as necessary with the Business Support Centre in order that service standards are met and levels of communication operate effectively and seamlessly.
- Keeping abreast and working in line with developments in OD and workforce development best practice locally, regionally and at a nation level.
- To provide appropriate and professional OD advice and support to senior managers within internal and external services, taking best practice, legislation and specific business needs into account.
- To manage staff and have an in-depth knowledge of the appraisal, supervision and managing attendance policies and the ability to apply these when required.
- To complete tender applications for applying for funding from different funding streams for OD related projects and initiatives and managing the effective delivery and budget for these projects.
- To develop, co-ordinate and take the lead on specific Learning and Development and OD projects and initiatives, as directed by the OD Business Partner, to support service or departmental interventions.
- To design, develop and deliver organisational development and workforce solutions and make appropriate recommendations, to resolve OD related issues and improve service delivery.
- To undertake a lead role on discrete OD related work areas as directed.
- To manage and provide support to colleagues across the OD service on a range of more complex or high-profile OD related activities or projects.
- To develop excellent relationships with key stakeholders in support of the delivery of service objectives.
- To take a lead in the design and evaluation learning and development activity, including commissioning training and management of contracts to support Adult’s and Health development activity.
- To effectively communicate and present information on a range of routine and non-routine OD related matters to a range of audiences. This includes delivery of training.
- To take part in and lead on cross council and agency meetings/events which relate to learning and development practices.

- In depth knowledge of Safeguarding Adults Legislation, Policy, and Procedures
- Knowledge of Induction and statutory training for new staff in Adult Social Care
- Understanding of the roles and responsibilities of statutory, independent and third sector social care agencies.
- In-depth knowledge of IT systems including Microsoft Office, Internet and Email and specifically excel skills.
- In depth knowledge of current, trends, policies, legislation and regulatory bodies in relation to vulnerable people within a social care setting, and how these effect OD related work
- In depth understanding of the importance of confidentiality and information governance when handling data
- An understanding of the Council’s, Adult & Health priorities and service priorities and the ability to support senior managers and team members in working towards them.
- An understanding of cultural differences between services in relation to workforce development
- To hold or willingness to work towards a qualification such as RQF level 3/4 or equivalent in Training and Development.
- Experience of leading on the delivery of OD, or similar projects and working to time scales
- Experience of the design, delivery and evaluation of learning and development activity, including commissioning training, and management of contracts
- Experience of applying for funding, managing and delivering of contracts and budgets successfully
- Experience of effectively using your own judgement skills to ensure positive outcomes whilst maintaining good working relationships with colleagues, partners and other stakeholders.
- Experience of producing written reports to a high standard for a variety of purposes appropriate to the audience and presenting to senior management.
- Experience of supporting, developing and implementing learning and development strategies and processes.
- Experience of working across a range of different partners to achieve the same outcome
- Experience and an ability to support and lead internal and external meetings/events.
- Experience of managing the delivery of successful cross service projects and initiatives, with limited resources.
- Experience of multi-agency working and delivering culture change programmes to achieve positive outcomes for citizens of Leeds.
