As a Network Monitoring Officer you will thrive on ensuring the safety of pedestrians and the traveling public through site monitoring and inspection of road/ street works, events, incidents and other activities on the highway network.

Undertaking inspections of utility company works and recording the results; failed inspections require follow up defect inspections and liaison with the utility company representatives to ensure that the work is repaired satisfactorily.

You will be responsible for other types of inspections including, builders skips, scaffolding, hoarding and works by private developers.

You will play vital part in ensuring:

  • safe working and passage for all highway users whilst works are in-progress.
  • completed reinstatements are compliant with the current specifications and Codes of Practice, along with rigorous compliance with any permit conditions that may be applied to works.

As part of the team you will help to monitor the highway network in Leeds and play a part in the management of any incidents that may occur or the network. You will help identify incidents early and assist the lead organisation in helping to reduce the impact of the incident on the travelling public.

About you

As a Network Monitoring Officer you will bring to the role:

  • Knowledge of New Roads and Street Works Act 1991, Traffic Management Act 2004 and accompanying codes of practice
  • Ability to deal courteously and effectively with people at all levels verbally or in writing, remaining calm in difficult situations
  • Able to work on own initiative, with minimum supervision and prioritise a busy workload to hit targets and deadlines
  • Knowledge of Highway construction and materials
  • Working with Geographical Information Systems and other I.T. systems both from site and at home/office

About the role

As our next Network Monitoring Officer you will play a positive role ensuring that disruption to the road network is kept to a minimum. You will actively monitor works durations, scaffolding and hoarding activities to ensure that works are completed on time to ensure that unnecessary obstructions are cleared to reduce inconvenience and delays for the general public

  • You will investigate reports from the general public and take satisfaction in resolving the many queries that we receive each month in relation to various highway matters
  • You will form positive relationships with a wide range of people and organisations including developers, utility providers, contractors and site operatives and internal works promoters.
  • The role is integral to our Network Management team and will play a leading role in the Council’s incident management processes when there is an incident on the network.
  • You will liaise on-site with emergency services, utility companies or other lead organisations to provide, advice and assistance in traffic management to minimising disruption to the road network and the people of Leeds
  • You will carry out performance monitoring and safety inspections of street and road works as well as ensuring that permit compliance is being met
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.

Job Description

Job Purpose

On site monitoring and inspection of works, events and incidents on the highway network to ensure safety, minimum disruption and high quality reinstatements.

The Council has a statutory duty under the Traffic Management Act 2004 to ensure the safe and expeditious movement of traffic. The Network Management team is responsible for the effective coordination and delivery of all highway related activities carried out by Utility companies, the Council and other work promoters.

In order to deliver successful outcomes the post holder will need to ensure the safe working and passage for all highway users whilst works are in-progress, that completed reinstatements are compliant with the statutory specification and Codes of Practice, along with rigorous compliance with any permit conditions that may be applied to works.

The post holder will also undertake a highway network monitoring and incident management role to help identify incidents early and assist the lead organisation in helping to reduce the impact of the incident on the travelling public

Principal Accountabilities

  • To carry out performance monitoring of street and road works through sample, defect and ad hoc inspections.
  • To carry out performance monitoring of street works to ensure compliance with permit conditions, identify and provide evidence for fixed penalty notices where appropriate.
  • To carry out performance monitoring of works or activities licensed under the Highways Act 1980.
  • Identify and attend unplanned incidents on the highway to help assist in minimising the disruption to road users
  • Investigate third party reports and if necessary, attend site to ensure a satisfactory resolution.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focusing on equality of outcome.
  • To work as part of the team for Leeds, in ways which are open, inclusive, responsive and accountable, to develop and maintain good working relationships with internal and external customers, other stakeholders and partners to achieve excellent outcomes for the citizens of Leeds.
  • To work responsibly to ensure the safety of staff, service users and contractors in accordance with all statutory obligations and the council’s Health and Safety Policy.
  • To work flexibly as required to meet directorate and corporate priorities.
  • Liaise with Urban Traffic Control and use relevant ICT systems to check the current traffic conditions to enable the early identification of unplanned incidents.
  • Identify potentially disruptive work sites and plan the required monitoring inspections to ensure that the works are being managed effectively to minimise disruption
  • Attend unplanned highway incidents, undertake on-site assessment of impacts and liaise with the Council’s nominated Incident Manager
  • Liaise on-site with emergency services, utility companies or other lead organisations to provide, advice and assistance in traffic management
  • Undertake the random inspection of street works openings and reinstatements within the highway during and on completion of the works.
  • Carry out joint inspection of defective reinstatements with undertakers.
  • Investigate reports relating to defective ironwork/undertakers work.
  • Undertake inspections to Highways Act licences e.g. scaffolding, hoardings, cranes and skips to ensure they comply with the standards laid down in the licence agreements.
  • Record outcomes of inspections for notification to statutory undertakers and private developers. Prepare information including witness statements to support action by the Council for non-compliance and attend court if required.
  • Monitor works, challenge works durations and carry out investigations regarding overruns.
  • Undertake permit inspections to ensure compliance with conditions and that the works are being undertaken in the most effective way to minimise disruption
  • Erect, maintain and remove road closure notices. Check diversion routes signing and report issues to promoter for rectification.
  • Investigate and reply to service requests
  • Provide support to the Area Network Officer, Engineer, and other staff as required to ensure the provision of an effective and efficient service, which meets agreed performance targets, and Council objectives and priorities.
  • Work within the Departmental Safety Policy taking responsibility for your own safety and that of others
  • Support the development of staff within the team following the current staff development procedures
  • Take responsibility for developing your own performance within the job
  • Comply with Standing Orders, Financial Procedures and Quality Assurance procedures
  • To undertake any other duties within the Section as workloads and priorities demand at a level appropriate to the grade of the post.

Qualifications

  • Qualified to ONC level in a related discipline or equivalent relevant experience

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

  • Qualified to ONC/OND in civil engineering or equivalent relevant qualification or equivalent experience in a related discipline.
  • Knowledge of highway engineering and construction
  • Knowledge of New Roads and Street Works Act 1991 and accompanying codes of practice.
  • Hold a full current driving licence.
  • Knowledge of Health and Safety Regulations.
  • Experience of taking accurate records and presenting findings.
  • Experience of using computers including map based applications and MS Office (Outlook and Word).
  • Observant and able to note detail
  • Good standard of literacy and numeracy
  • Ability to work together with other official organisations (e.g. Police)
  • Ability to engage with people at all levels including members of the public, elected members and external organisations.
  • Ability to remain calm in difficult situations.

  • Knowledge of Chapter 8 of the Traffic Signs Manual.
  • Knowledge of highway materials.
  • Hold the NRSWA Supervisor Accreditation
  • Experience of highway construction and utility works.
  • Experience of dealing with statutory undertakers, contractors, and excavations within the highway.
