About the role

Dealing with stakeholders across a number of areas no two days are ever the same working for the Markets Service. The role is an income generator for the Council and you would be contributing to the Council and City in that respect.

As our next Markets Officer you’ll let, allocate and collect from stalls and spaces at Leeds Kirkgate market, district markets and events. You will also provide an enforcement function to ensure letting conditions and health and safety requirements are being met.

This role is integral to our Markets Service team. Our Service is made up of the Commercial Development team of which you would be a part. The Commercial Development team is responsible for Leeds and district market letting including Kirkgate and enforcement functions as well as financial collections. We also work together with the facilities team who clean, secure and maintain our properties and the communications and events team who look after event space bookings, administration and our social media.

Job Description

Job purpose  

To provide a daily stall allocation, rent collection and enforcement function for Kirkgate, districts and events licensed by the service throughout the City.

Responsibilities

  • To assist with the enforcement of Market Regulations; Letting Agreements; Conditions of Trading including bye laws at Leeds’ Markets including possible attendance at Court.
  • To assist with the enforcement of Health & Safety regulations, Food Hygiene Regulations, Fair Trading regulations insofar as Market Officers are permitted to act
  • To assist with the allocation of open market lettings and charity stall lettings in accordance with approved procedures and approved agreements.
  • To assist with the collection of rents, tolls, service charges and other fees and miscellaneous income by manual or computer systems and to assist with the collection of arrears for the same.
  • To assist with the maintenance of relevant financial, attendance, enforcement and equipment records at the Councils daily Markets as required by the Service.
  • To assist with the investigation and reporting of complaints, accidents and maintenance problems/requirements/repairs at the Councils Markets in accordance with laid down guidelines.
  • To assist in dealing with telephone and counter enquiries and routine correspondence ensuring that the Councils Customer Care Policies are adhered to.
  • To deputise for Customer Care Officers as required in the provision of an effective Information service.
  • To assist with fire and emergency evacuation procedures operated by the service.
  • Other such duties of a similar nature and responsibility as may be required.
  • To carry out the above duties in accordance with the Council’s Equality, Diversity and Inclusion policies.

Qualifications demonstrating ability in English Language and Mathematics equivalent to GCSE grade C or above.

  • Experience of planning and organising own workload.
  • Experience of effectively using Word and Excel software packages.
  • Ability to communicate effectively and develop excellent working relationships with customers, clients and other stakeholders using a range of platforms.
  • Ability to maintain and update records.
  • Ability to actively identify problems and develop solutions.
  • Ability to be flexible to changing environments.
  • Ability to work with the minimum of supervision to deliver agreed work targets.
