Leeds Building Services (LBS) is the in-house service provider for construction, repairs and maintenance works across the Council. The service currently delivers Responsive Repairs, Maintenance and Planned Works to Council Houses across various parts of the City and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centres and Children’s Homes across the Authority.
As a Team Leader you will:
- Provide effective management, direction and coordination regarding resources, workloads, processes, and projects.
- Have excellent communication skills both verbal and written.
- Have the ability to manage competing priorities whilst delivering on a range of service objectives and whilst adapting to changing circumstances.
- A relevant trade qualification or demonstrable experience.
- Assist the Team Manager and Works Programmers in organising and planning workloads.

- To ensure all relevant Health & Safety procedures are being followed and monitored on site and recorded/reported as required in line with CDM 2015.
- Team Leader will support the Team Manager in maintaining the day-to-day operations of the service.
- To be responsible for undertaking daily supervisory and line management duties for a team of trade operatives.
- To undertake site visits and surveys.
- To provide support and guidance to team members.
The Lifts Team Leader is responsible for undertaking daily supervisory duties and line management of a team of Lift Engineers as well as working with the Team Manager and Works Programmers to ensure workloads are organised and resources are being effectively deployed. Due to this, the successful candidate will have previous experience of working within a lifts and workshop environment, undertaking service, repair, and installation work.
The lifts team is a fast paced and exciting work environment, working with a range of colleagues, clients, and contractors, therefore we’re looking for a Team Leader who can demonstrate effective organisational skills as well as demonstrating flexibility and adaptability.

Job Description
Job Purpose: To support the Team Manager in managing staff to deliver a safe, efficient, cost effective and customer focussed responsive repairs and void service. The Team Leader will support the Team Manager in maintaining the day-to-day operation of the service.
Responsibilities
- Assist the Team Manager to deliver business improvement plans, focussing on a range of activities which will deliver Value for Money services to customers and contribute to the delivery of Council priorities.
- To undertake daily line management duties of staff within the team in accordance with all council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance.
- To be responsible for undertaking daily supervisory duties including provision of appropriate tools, resources, and equipment.
- Work remotely and autonomously on construction sites across the city.
- To ensure all relevant Health & Safety procedures are being followed and monitored on site and recorded/reported as required in line with CDM 2015.
- Responsible for cost control within the team ensuring costs and value of works are recorded accurately and promptly and that commercial performance of the team is to the required levels.
- Provide advice and maintain an up-to-date expert awareness and knowledge of installation methods, current legislation and new innovations on both refurbishment and new build projects.
- Responsible for ensuring that costs are recorded accurately and that works undertaken are processed though the appropriate systems and invoiced promptly.
- Ensure work is to the required standard to meet requirements and assist with audits undertaken by relevant approved bodies.
- To assist the Team Manager and Works Programmers in organising and planning workloads to ensure that available resources are being deployed in the most effective way. Achieving maximum quality and productivity to deliver the service plan priorities.
- To ensure contract management plans are adhered to and assist with the service and contractor review meetings.
- To undertake site visits and surveys to determine requirements and provide feedback as appropriate.
- To provide support and guidance to team members with day-to-day issues in line with LCC policies and procedures.
- To train, coach and mentor staff including Apprentices to ensure they have appropriate development plans in place where necessary, in order that they achieve their full potential.
- To carry out and oversee quality staff appraisals, team talks and 1-2-1s within the team ensuring that these are effectively documented. To ensure that staff feel motivated and engaged in the values, vision, and direction of the service, and to promote the values of the Council through appropriate behaviour and professionalism.
- To ensure effective positive and open relationships with staff and trade union representatives in the working environment.
- To ensure that all operatives and sub-contractors are working to achieve the departmental key performance indicators, working in line with agreed Service Level Agreements, whilst striving to complete works on a right first-time basis.
- To assist with investigating and resolving complaints regarding the service.
- Assist in the development and review of appropriate risk assessments, ensuring that safe systems of work are implemented as necessary.
- To investigate and report on incidents and accidents to identify the cause and take corrective action to prevent further injury, adverse effects or ill health occurring.
- Maintain a high level of personal effectiveness and uphold and promote the name and reputation of Leeds City Council and operate in accordance with the Leeds City Council code of Conduct and Staff Guide.
- Ensure that work is delivered in line with Business Continuity and risk management procedures in place in Leeds Building Services.
- To contribute to strategy and workforce planning as required by the service.
- To ensure all activities are delivered in accordance with all legal and regulatory requirements and in line with the Council’s policies and procedures.
- To work flexibly across the Leeds Building Service to respond to Service priorities as needed.
- To support change management activities including organisational development as required.

Qualifications:
- City and Guilds 1 & 2 or NVQ 3 equivalent in lift engineering
- A full driving license is essential for this role.
- A H&S qualification would be advantageous for the role however as a minimum SSSTS/SMSTS will be required. The post holder will have this qualification or be willing to work towards.
