As Health, Safety and Quality Officer you will lead on ensuring the health, safety and wellbeing of staff is maintained. You will also lead on the management of the council’s organisational management systems and seek continuous improvement by carrying out successful monitoring of processes and systems. You will be supportive and ambitious with excellent organisational skills. You will be a confident communicator with a can-do approach.

About the role

Catering Leeds is responsible for preparing and serving meals to school children and children and adults in social care settings. Catering Leeds appoint approximately 840 frontline employees who work over 140 locations and serve over 5 million meals a year.

Fleet Services is responsible for the repair and maintenance of approximately 1400 vehicles. The service employs 70 members of staff. The service also deliver breakdown and private MOT services. Fleet Services carries out over 10 thousand jobs per year.

This role will support staff health, safety and wellbeing, ensuring the services legal obligations are met. The role is also responsible for managing the services’ ISO accreditations. The successful candidate will be expected to carry out effective planning, delivery and monitoring of all health and safety activity such as, development of risk assessments, delivery of relevant training, and implementation of new procedures. They will also be required to collate necessary reports and attend meetings in relation to health, safety and wellbeing and ISO. There is a requirement to work alongside service managers to ensure the service meets its legal obligations. Based at Torre Road Depot (Leeds 9), the successful candidate will join this small but busy team to support the both the catering and fleet services. The post holder must work flexibly and be able to prioritise workloads at short notice to meet the ongoing needs and challenges of the services.

Job purpose

To lead Catering and Fleet Services in relation to all health, safety, quality and process matters.

Responsibilities

  • To lead on and maintain the Health, Safety and Quality Assurance Systems, work instruction manuals and documentation in conjunction with the Operational Support Manager, ensuring that on-site records are updated in line with changes and this is effectively communicated to staff within all work locations.
  • To plan, maintain and track progress of annual audit schedules in both service areas and development of audit scopes based on previous audit findings or as directed by Operational Support Manager or other senior leaders.  
  • To organise, undertake and report on both quality audits and health and safety audits in all areas of both services following the rolling schedule.
  • To work with lead CEL officers to have an active role supporting the Group’s accreditations, reviews and assessments as they occur, compiling the relevant data and being a key point of contact for site visits and implementing close out plans in line with the Groups formal external accreditations.
  • To track all key outcomes following audits and surveillance’s; non-conformances, observations and recommendations, ensuring these are robust, achievable and add value. Then utilise the formal process to make permanent changes to procedures within the service, in line with senior leadership approval.
  • To formalise processes for escalating outcomes from audits to senior service leadership, using a traceable system which captures feedback and include within future planning.
  • To lead updates and review meetings with staff at all levels within the business areas, ensuring that health, safety and quality is embedded throughout the services and staff are fully apprised of performance and planned changes.
  • To provide advice, guidance and support to staff across both services to ensure practices are to the highest standards in relation to health, safety, quality and environmental standards and ensuring that audits are good quality and consistently improving.
  • To record information on incidents and hazards for the services and undertake relevant data collection, capturing of close outs from managers and appropriate reporting in line with corporate and service timescales. To utilise findings from these to consistently review and strengthen agreed methods of work within both services to reduce incidents/hazards in a proactive way.
  • To support and assist in the development of Health and Safety plans and implementation of Health and Safety updates and revisions including the electronic maintenance of procedures, and document control.
  • To be involved in the implementation and achievement of tasks on the service plan, health and safety plan, CEL QA plan and Environmental Action Plans and play a key role in development of future plans.
  • To report on Health and Safety actions and close out of recommendations in the safest and most cost-effective method.
  • To work with the training team to develop toolbox talks with regard to Health, Safety and QA systems supported by relevant managers.
  • To develop and utilise a robust process to manage the risk assessments in place across both business areas with a clear review schedule which is fully traceable and auditable.
  • To review processes and key materials as directed by the Catering and Fleet Business Manager with a view to consistently improving service delivery for stakeholders/service users, making business efficiencies or eliminating risk. This may involve working with business partners across all areas e.g. IDS, HR, H&S etc.
  • To produce monthly summaries, analysis and reports of all records and in accordance with operational requirements.
  • To review and report on chemical trials, PPE, cleaning materials and the associated COSHH assessments required to use these safely.
  • To work with Catering and Fleet Business Manager, H&S Business Partners and Trades Union colleagues and other relevant parties in relation to health and safety reviews of the business working areas e.g. Fleet Services, ensuring key areas are well maintained, compliant and safe with any issues addressed quickly and effectively in the most cost-effective way.
  • To provide quality 1:1 meetings, appraisals, training, and support for line managed staff such as computer systems, internal procedures, legal requirements and the use of corporate employment policies such as Improving Performance, Improving Attendance, Disciplinary and Grievance.
  • To maintain a high level of confidentiality at all times and to ensure all staff adhere to and understand data governance and information security in all aspects of work.
  • To lead on the promotion and delivery of positive solutions to achieve equality and diversity in aspects of service delivery, focusing on equality of outcome.
  • To ensure all employees carry out duties in accordance with Council Values and Managers Habits.
  • To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills
