Hours: 37 (09.00 to 16:30 Monday to Thursday and 09.00 to 16.00 Friday, with the need to cover shifts and sleep in duties occasionally – when necessary)

As a Deputy Manager you must demonstrate a commitment to working within the Mental Health Accommodation Service and achieving the best possible outcomes for people.

The successful candidate must demonstrate skills, knowledge, and experience in the following key areas of responsibility:

  • Ability to work flexibly and respond to emerging crisis situations.
  • Have good communication skills and the ability to manage risk.
  • Work as part of a multi- disciplinary team.
  • Ability to step up and deputise in the absence of the Registered Manager.
  • Desire to support and develop staff.
  • Good insight into Care Quality Commission requirements and how to implement these.
  • Improve service delivery and provide direction and supervision to staff.
  • Ensure people receive a person-centred service and have a goal focused care/support and risk management plan.
  • Development of the service to work consistently, effectively, and efficiently with our other Care Delivery Services.
  • Promote partnership working.
  • Implementation of council policies and procedures.

About you

As a Deputy Manager of a CQC Registered service you will have a responsibility to support the manager to

  • Manage, develop, supervise, and appraise teams.
  • Ensure the service is operating to the required standards and meets the expectations of us from CQC.
  • Work as part of the MHAS management team to develop the service to improve quality of care.
  • Work in partnership with landlords, LYPFT, LHO, HHIB and other agencies and stakeholders.

About the role

Spen Lane, Mental Health Accommodation Services supports people transitioning from the acute mental health hospital wards, prison, homelessness etc, to

  • Improve mental health and daily living skills.
  • Maintain tenancies.
  • Integrate into communities where move ons are planned.
  • Deliver care in a therapeutic environment, working within a Trauma Informed Way that focuses on recovery and intervention.

The role is integral to our Mental Health Accommodation Services which promote independent living with onsite support delivered by the team. A strengths-based approach to supporting people and risk management planning is essential along with building strong connections to the local community.

The post holder will lead and manage the service to ensure they deliver quality outcomes to the people who access the services.

Job Description

Job purpose  

 

To assist the Registered Manager in discharging their duties under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009. To assume management of the Home in the absence of more senior members of staff. 

 

Use sound management techniques to establish and maintain good standards of care practice, using the resources placed at the post holder’s disposal by the Registered Manager. To promote a culture of continuous improvement amongst the staff team, supporting them to deliver an excellent service for each of the customers that conforms to the requirements of the City Council’s Multi-Disciplinary Policy and Procedures for Safeguarding Vulnerable Adults. 

Responsibilities  

 

  • To assist the Registered Manager in the management of budgets devolved to the Care Centre, prudently and within the established cash limits, in accordance with the established financial procedures of the City Council.  
  • To assist the Registered Manager in being responsible for the planned maintenance and development of the living environment to ensure that it meets the requirements of the Essential Standards of Quality and Safety 
  • Manage and supervise a team of staff including Team Leaders to ensure the delivery of an effective service and that professional standards and codes of conduct are met.  
  • Manage day to day operations of the services. Ensure that professional practice is monitored and delivered in accordance with professional codes of conduct. 
  • To assist the Registered Manager in managing the quality assurance frameworks, measuring and monitoring standards and quality of care. 
  • To ensure that the post holder assists the Registered Manager to provide individual service plans (Care Plans) which conform to the requirements of the Essential Standards of Quality and Safety.  
  • To be fully involved in the recruitment of staff, in line with the policies and procedures of Leeds City Council, and the requirements of the Essential Standards of Quality and Safety - “sufficient staff with the appropriate skills, competencies and qualifications to provide care in line with the published “Statement of Purpose” for the Service. 
  • To establish good professional working relationships with the officers of the Care Quality Commission and to ensure that services co-operate fully with their inspection processes and in the absence of the Registered Manager, respond promptly and appropriately to their findings upon receipt. 
  • To assist the Registered Manager in ensuring that all aspects of the City Council’s Continuous Improvement Programme is fully adhered to. Including; 
  • Ensuring that all grades of staff receive an annual appraisal and that from this appraisal their training and developmental needs are identified and an action plan put in place to address these needs. 
  • Monitoring the implementation of each member of staff’s personal action plan and to record achievement against agreed targets. 
  • Ensuring that all grades of staff receive regular supervision. 
  • Operating the attendance management procedures 
  • Dealing with complaints, issues of poor performance, staff discipline and grievances. 
  • To participate in and ensure that all staff are deployed on the 24 hour rota and that staff rotas provide sufficient care and support to meet the residents’ assessed needs. 
  • To have a clear understanding of the responsibilities under the Health and Safety at Work Act 1974, and of the other regulations listed in the Essential Standards of Quality and Safety. 
  • In the absence of the Registered Manager, to represent the interests of the unit at various meetings and forums at a variety of locations. 
  • To establish sound and professional relationships with other disciplines within Health and Social Care and to liaise with medical, clinical and mental health professionals to ensure provision of 24 hour medical care.  
  • To assist the Registered Manager in maintaining all such records in respect of the conduct of the services as required by the policies and procedures of Leeds City Council and the Schedules of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009.  
  • To Assist the Registered Manager in ensuring that access to services for older people from Black and minority ethnic communities is facilitated and that services are provided with respect and dignity in culturally appropriate and acceptable ways that follow Leeds City Council’s Culturally Competent Care guide.  
  • Flexible and adaptable to change to assist other services as required commensurate to grade.  
  • Participate in appraisal, training, and development activities as necessary to ensure up to date knowledge and skills. 
  • Improve own practice through observation, evaluation, discussion with colleagues and appropriate CPD programmes. 
  • Work collaboratively with colleagues, knowing when to seek help and advice. 
  • Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested. 
  • Be aware of and comply with Leeds City Council policies and procedures e.g., child protection, health, safety and security, confidentiality, and data protection, reporting all concerns to an appropriate person 
  • Be aware of and support difference and ensure equality for all working in an anti-discriminatory manner, upholding, and promoting the values, standards, and equality & diversity policies of Leeds City Council.  
  • Recognise and appropriately challenge any incidents of racism, bullying, harassment, victimisation, and any form of abuse of equal opportunities, ensuring compliance with relevant policies and procedures.

Qualifications 

 

  • Registered Manager (Adults) NVQ Award at Level 4  

Or 

  • A qualification in Social Care at NVQ Level 4 or above or First Level Nursing PLUS a qualification in Management equivalent to NVQ Level 4 or above.

  • Able to work flexibly across different work locations and areas as appropriate.   
  • The ability to undertake the full role of the Registered Manager in their absence. 
  • Good communication and interpersonal skills. 
  • Good written & report writing skills. 
  • The ability to manage and support staff and service users through periods of change 
  • The ability to operate administrative procedures and recording systems to provide accurate management information as and when required. 
  • The ability to support, develop and manage a large staff group. 

Knowledge required 

 

  • A full understanding of the Registered Managers responsibilities under Health and Safety Legislation. 
  • A good knowledge and understanding of the obligations of a Registered Manager under the Health and Social Care Act 2008 (Regulated Activity) Regulations 2009 and the Health and Social Care Act 2008 (Registration) Regulations 2009. 
  • A knowledge of the needs of older people, and the evolving national agendas, including the National Service Framework for Older People in the development of care practice and service delivery. 

 

Experience required 

 

  • A minimum of 3 years experience of supervisory management in residential care. 
  • Experience of managing effective staff appraisal and supervision practice. 
  • Experience of working as a part of a multi-disciplinary team in providing care. 
  • Experience of managing risk assessment in a residential and day care setting.

  • Able to represent the Care Centre and OPDSU at meetings and conferences. 
  • Ability to contribute to the planning and establishment of systems for quality monitoring processes. 
  • The ability to deliver “in-house” Training/presentations to staff employed in the Care Centre and other agencies. 
  • The ability plan and manage complex budgets 
  • Ability to assist the Registered Manager to plan the development of services against Service Level Agreements and Evolving National Priorities Guidance for Older Peoples Services. 

 

Knowledge required 

 

  • An understanding of business philosophy/culture and the need to develop customer focused services. 

Experience required 

 

  • Background in residential and day care services for older people. 
  • Experience of working in a setting which promotes and fosters independence in older people
