About the role:

Dealing effectively with the City’s waste is a Council priority, and the Waste Management Service is committed to ensuring that we maximise recycling, minimise landfill and recover value from all our waste. We are looking to recruit a motivated and enthusiastic Data Support Officer into our Contracts and Performance Team to help us achieve this aim.

Key areas of work will include:

  • Supporting colleagues in data management and analysis for the Council’s internal and statutory data and performance management
  • You will be skilled in Excel and primarily be working on a macro-based spreadsheet which compiles the performance data for waste management, such as recycling performance amongst others.  This primary source of data is then used to report data internally as well as externally to DEFRA and the Environment Agency. This will include using Waste Data Flow, a system developed by DEFRA for waste reporting.
  • You will be required to understand and operate the Council’s internal Waste Management System, Collective.  Experience with Collective is preferred; however, training will be provided.
  • Liaising with the other teams and colleagues within waste management (operational, and contract management) and finance to verify data, and identify and manage data issues.
  • You will be capable of manipulating data to identify discrepancies, identify solutions and to provide a range of reports for managers and external bodies.

In addition, you will be required to work in a flexible manner providing support to other teams within the Department dependent on where the prevailing priorities lie. You will therefore need to be able to organise your time in order to manage these competing priorities, deadlines and any relevant targets.

Please note that the successful candidate will work a standard 37-hour week based at Newmarket House, Cross Green.

Job purpose

To provide the effective and efficient administration, support and maintenance of business ICT applications as part of a Contracts and Performance Team

Primary areas of work to include, the provision of accurate and timely data analysis for development and improvement projects, to provide information reporting for the Contracts and Performance, to analyse, input and present data to a variety of audiences as detailed below

Responsibilities 

  • To support the Contracts and Performance Team in delivery of effective information systems in support of team, service and authority service plans.
  • Member of a multi-skilled team responsible for supporting the development/support/maintenance of Environmental Services information systems.
  • Responsible for assisting in the delivery of technical improvements to assist in service improvement, service development be able to give reliable technical advice and perform technical troubleshooting where required.
  • To assist in the management of change within a technical or business environment in accordance with best practise.
  • To provide reports, data and information as requested.
  • Take responsibility for the support of project work packages, which must be delivered in accordance with “best practice” - on time, within budget and to the agreed standard.
  • Ability to demonstrate products to a wide range of audiences.
  • Organise and operate administrative systems within the service. Contribute to the planning, developing and monitoring of support services.
  • Monitoring and evaluation of the systems and processes.
  • Develop good working relationships with business support employees, outside agencies and stakeholders.
  • Take a lead role in the development and maintenance of record/ information systems including a specialist and lead role as required.
  • To provide an excellent customer service to colleagues, customers and visitors to the service.
  • To provide detailed analysis and evaluation of data and produce detailed reports/information as required.
  • To provide advice and guidance to staff and others on complex issues.
  • Undertake research and obtain information to inform decisions.
  • Be aware of and comply with policies and procedures relating to child protection, inclusion, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person.

Qualifications 

  • ECDL, GSCE or similar ICT qualification is desirable
