Job Description 

Job Purpose Work in a team assisting with ensuring compliance with all statutory and legislative Health requirements and Approved Codes of Practice underpinning Council Policies in relation to portfolio management in the Contracts Support Unit (Highways & Transportation)..

Responsibilities

  • Assist the Contracts Support team in providing procurement and portfolio management advice to on a day to day basis.
  • Achieve high levels of efficiency, cost effectiveness and quality, ensuring maximum performance in accordance with the targets, standards and policies of the Council.
  • To ensure overall value for money is achieved through the effective management of resources.
  • Responsible for key performance data collection and facilitating the administration of risk based information.
  • Monitoring and facilitating invoice processes both internally across council directorates and externally with consultants and contractors.
  • Assisting in the management of social media communications and its use in relation to specific engineering schemes and the day to day running of the business
  • Providing statistical information to senior officers in relation to scheme progress and data gathering
  • Where applicable instigate corrective action procedure and track to full resolution of issues highlighted.
  • Carry out auditing against legislation or standard.
  • Comply with all internal Health, Safety and Environmental Policies, Procedures, Practices and Legislation.
  • Assist with training and developing staff across the business on standard health and safety procedures.
  • Maintain an up to date expert awareness and knowledge of procurement and portfolio management practices and current legislation in order to provide sound advice to work areas within the service.

  • Ensure continuous improvement of service delivery through best practice.
  • Carry out appropriate administrative duties relative to your role.
  • Communicate and provide information by relevant methods internally and externally to assist and enable organisational operations and delivery of effective services.

  • Work collaboratively with colleagues, knowing when to seek help and advice.
  • Once established, to expand the role to other areas within the directorate.

Qualifications Degree or relevant demonstratable skills or experience.

  • Knowledge of other software integrated Computing skills & experience.
  • Good knowledge of the construction industry and Procurement and Commercial service role within the Council.
  • Understanding of the Council values and a commitment to embed them into ways of working.
  • Understanding of the role of Elected Members within the Council and the community.
  • Clear understanding of the importance of diversity and a commitment to implementing and promoting them in all aspects of the work.
  • Experience of working in a contracts support environment.
  • Experience of auditing against legislation or standard.

  • Experience of problem solving, individually and in a group setting.
  • Experience of carrying out training or briefing sessions to staff/colleagues and partners.
  • Experience of successfully presenting complex information to a range of audiences.
