As a Community Safety Programme Manager, you will help take forward the ‘be safe and feel safe’ agenda during the day, evening and night time. This exciting and varied work focuses improving the ‘look, feel and experience’ for people who live, work and visit the city centre and addressing  risk, threat, and harm and

You will support the Head of Service in taking forward a range of specific community safety programmes, aligned to delegated statutory duties and support the delivery of the Safer Leeds: City Centre Plan, through added value projects.

  • Experience of working effectively with others to deliver cross sector or cross service projects. 
  • Working on community safety/neighbourhood issues. 

About the role

A core function of this role will be supporting the Head of Service through the City Centre Board, Thematic Workstream and Problem-Solving Groups.  

The postholder will be directly involved in:

  • Developing and delivery on community safety and safeguarding policy and practice
  • Leading on intelligence led problem solving through agreed tasking and co-ordination
  • Securing funding for initiatives that align to the work Safer Leeds strategy and the West Yorkshire Mayor’s Police and Crime Plan.

The role is integral to our Community Safety Team and is part of the Safer Stronger Community Service.

Job Description

Job Purpose  

The Safer Leeds city centre partnership is a multi-agency collective responsible for the promotion of community safety by tackling anti-social behaviour, crime, and disorder. Safer Leeds aims to serve all members of its communities, giving due regard to implications for different groups to ensure people are not excluded or disadvantaged.

The primary purpose of this post is to support the Head Service in: 

  • Fulfilling the Council’s delegated community safety statutory duties in Leeds city centre, aligning to the statutory Safer Leeds Executive priorities. 
  • Lead on community safety transformation programmes relating to people and place during the day, evening and night time economies. 
  • To collaborate on strategic and operational work with statutory ‘responsible authorities’ and participating ‘cooperating bodies’ to reduce risk, threat, and harm. 

 Responsibilities  

  • Lead on assigned community safety key work areas, to achieve Safer Leeds objectives: 1) keeping people safe from harm (Victim); 2) preventing & reducing offending (Offender); and 3) creating safer, stronger communities (Location). 
  • Lead on the production, implementation and subsequent tracking of risk and progress against the approved community safety delivery plan, reporting on outcomes in line with the governance and accountability arrangements. 
  • Manage the community safety city centre tasking and co-ordination work of operational partners, holding people to account for delivery and performance, and chair assigned Thematic and Problem-Solving Groups, escalating risk, threat, and harm to the Board. Support the ongoing development and application of intelligence products, at a people and place level, reporting on progress, risk/ threats, and compliance. 
  • Apply relevant community safety models around prevention, intervention, and recovery, aligned to the safer, stronger communities approach and adopt rigorous problems solving approaches, embedding a culture of learning, and applying lessons learnt. 
  • Provide leadership and direction to officers dealing with on street and in premise issues and associated anti-social behaviour that impacting on the public and businesses. 
  • Undertake environmental visual audits in collaboration with relevant partners and agencies to improve the 'look and feel' of the public realm (place, space, and time). 
  • Promote new ways of working to maximise efficiencies across services and partnerships by leading on specific programmes of change as assigned, initiating, planning, executing, monitoring, controlling, and closure/ implementation of projects. 
  • Maximise funding opportunities, completing bids and subsequent grant and monitoring arrangements for resource allocation to programmes, and be responsible for the compliance and assurance of grant funding into the service. 
  • Manage allocated budgets in line with the Budget Management Accountability Framework, ensuring value for money and working within financial regulations. 
  • Formulate and deliver a communications and engagement framework in line with agreed organisational and partnership priorities. 
  • Provide advice relating to the work of the service to Members and council officers so as to support them in their respective roles. 
  • Respond to correspondence in relation to complaints, ombudsman cases, freedom of information request, elected Members, MP’s, residents, and business enquires. 
  • Develop and maintain effective working relationships with internal staff and external partners, including elected members, service users, community representatives and key stakeholders in ways which support open, responsive, and accountable government. 
  • To assist the Street Support Operational Delivery in the delivery of linked Community Safety projects, to fulfil statutory and added value programmes and projects, as designated and commensurate with the responsibilities and grade of the post. 
  • Undertake any other duties as may be required which are commensurate with the responsibilities and grade of the post, and to deputise for the Head of Service when required. 

 Qualifications 

  • Educated to degree level, or equivalent relevant experience.

  • Ability to listen, consult and shape service provision through active engagement with the public, relevant partners, forums, and key stakeholders. 
  • Ability to identify risk, threat, and harm at an individual and population level, and to advise management of possible solutions.
  • Ability to chair meetings, task, and co-ordinate the core team, virtual team, and partner organisations, holding people to account for delivery. 

Knowledge Required 

  • Detailed knowledge and understanding of community safety strategies, policy, and practice, impacting on day, evening and night time economies. 
  • Understanding of local government political systems and working in a politically sensitive environment.  
  • Considerable knowledge of local authority and police structures and the challenges the public sector face. 
  • Detailed knowledge of policy and best practice relating to safeguarding and anti-social behaviour and risk management to inform person-centred and place-based work. 
  • Knowledge of Confidentiality Policies and GDPR framework. 
  • Knowledge of current legislation and issues relating to anti-social behaviour, including understanding of related tools and legislative frameworks including the Housing Act 1996, Crime and Disorder Act 1998, Police Reform Act 2002, the Anti-Social Behaviour Act 2003, Harassment Act 1997.  
  • Understanding of equality and diversity issues which affect local communities, of community involvement, cohesion, and community relation issues. 
  • An understanding of the need to work within financial regulations and practical experience of managing a range of budgets, including core and external funding. 
  • In-depth knowledge of Customer Complaints, Ombudsman Enquiries, Subject Access Requests, Freedom of Information Act, Data Protection Act and Health and Safety legislation.  
  • Knowledge and understanding of hate crime / prejudice and discrimination, how these impact on individuals, families and communities, and awareness of strategies to prevent / address issues at a local level. 
  • An understanding of the need to work within financial regulations. 
  • Considerable knowledge of local authority and police structures and the challenges the public sector face. 
  • Extensive knowledge of voluntary and community sector and private sector implications in relation to service provision, people, and place, including practical application at a strategic and operational level.

 Experience Required 

  • Experience of programme management, project work and performance management on extremely sensitive work programmes and agendas within multi-agency setting,  
  • Experience of working effectively with others to deliver cross sector or cross service projects. 
  • Working on community safety/neighbourhood issues. 
  • Experience of community development, using a range of different techniques, which build the confidence and capacity of communities.  
  • Experience of producing and implementing plans, monitoring, and evaluating plans against objectives. 
  • Experience in a service or operational area relevant to the area of service delivery in the remit of the post.  
  • Experience of dealing with individual cases relating to safeguarding, nuisance, and harassment that are extremely sensitive and confidential. 
  • Experience of reporting to senior managers, decision-makers, project groups and diverse community groups. 
  • Experience of working to deadlines in a climate of conflicting priorities.
