Location: Main office - Print Unit, 7 Limewood Approach, Seacroft, Leeds LS14 1NG. However, you may be required to work from any office location within the city. Hybrid working will be offered.

As Capital Programme Manager, you will work as part of an integrated asset management team and lead a team with the responsibility of delivering a large-scale capital programme of planned improvement works to the councils social housing stock. You’ll thrive on providing proactive leadership to staff teams, to ensure that value for money is achieved through effective procurement and contract management, and  ensuring that council homes and communal areas are improved to safe and quality standards that meet resident’s needs. You will have a key part to play in ensuring that the council meets its legal and regulatory responsibilities, including maintaining compliance with the governments Decent Homes standard, ensuring that fire safety and energy efficiency targets are met, and ensuring that residents are listened to and their feedback is used to shape the delivery of services.

About you

As Capital Programme Manager - Asset Management (Housing), you will bring to the role:

  • Excellent contract management skills and the ability to coordinate multiple projects through the management of the capital investment programme,
  • Effective leadership and management skills and the ability to lead a multi-disciplinary team to manage a varied programme of improvement works.
  • Strong communication skills and an ability to work effectively with others, and to form positive working relationships as part of an integrated asset management service,
  • Effective commercial skills, experience of managing large budgets, and ensuring that value for money is achieved.
  • A passion for social housing and motivation for working with residents in designing and monitoring the service.

About the role

You will lead a diverse, multi-disciplinary team and have responsibility for managing the delivery of an annual investment programme, to the councils directly management social housing stock. Projects within your programme will be varied and will include a mixture of elemental works, building safety, energy efficiency, and building services to individual homes, blocks, and communal spaces. You will work with external contractors and the councils Internal Service Provider.

Job Description

Job purpose: To lead, direct and be responsible for the end to end delivery of the HRA capital programme as well as some revenue funded schemes. To ensure the effective planning and delivery mechanisms are in place and effectively executed in order to deliver a technically informed, customer focused and value for money service.

Principal Responsibilities:

  • To be responsible for the planning, development, monitoring, review, cost and performance for all areas of the Capital Programme Team output.
  • To be responsible for ensuring the service keep customers as its central focal point, ensuring the end-to-end processes are designed specifically with this success criteria in mind.
  • To ensure the service constantly reviews the value for money aspects of scheme delivery and cost, challenging itself against regional peers and national best practice.
  • To affectively plan the activities of the teams to deliver the programme in as smooth a profile as practical and that quality of delivery is not compromised due to time pressures, that budgets are affectively managed and timescale adhered to.
  • To ensure all works are prepared, tendered, negotiated and delivered in accordance with the Council’s FPR’s and CPR’s.
  • Formulate budgets under delegation, monitor expenditure and where necessary develop, recommend and/or implement corrective action including preparing reports and statistics for senior management within the Council’s Financial Regulations and procedures.
  • To ensure rigorous cost and performance management frameworks are in place to enable effective management of and reporting against the programme.
  • To actively canvass customer’s views on service feedback and improvements that can be made, ensuring real choices are available where possible.
  • To ensure all specifications for works are relevant and appropriate whilst actively pursuing whole supply chain requirements for materials to improve quality and purchasing efficiency.
  • To ensure that programmes of work are in line with the Council Policy of a carbon emergency.  Including renewable forms of energy and attracting any associated funding.
  • Ensure leaseholders are effectively consulted with and managed during any affected schemes.
  • Ensure there are effective day to day supervision process in place to supervise staff and contractors alike. Work with divisional colleagues to assist in the forward planning process for future year’s programmes.
  • Manage all customer facing interfaces and ensure any complaints are dealt with swiftly and appropriately. To design and feasibility exercises as required to determine viable projects of work.
  • To promote and develop productive contractual relationships with contractors that drive continuous improvement.
  • To support or drive tender exercises as requested.
  • Produce and maintain the necessary policies and procedures, together with an effective Action Plan which incorporates appropriate improvement actions and targets to meet the clear requirements of the business Design, implement and maintain the appropriate monitoring and delivery arrangements relative to the Strategy of the business.
  • Work with H&S colleagues and ensure all work sites comply with Health and Safety policies and procedures.
  • Keep up to date with relevant and changing legislation and best practice and respond proactively to all issues affecting the division.
  • Develop a positive can-do culture amongst all divisional colleagues, key stakeholders, and partners. To identify training needs and liaise with the HR/Training team to ensure these needs are met.
  • Gather, analyze and interpret relevant management information and present reports with appropriate recommendations to the various bodies. This can include senior management, customers and/or politicians.
  • Ensure the division conforms to all statutory landlord duties through action and guidance.
  • Be responsible for ensuring that all appropriate records are maintained for the works undertaken.
  • Respond appropriately to any major incidents both inside and outside normal working hours, including accident /incident investigation, preparing reports with recommendations for improvement where appropriate.
  • Provide advice, training and support to other colleagues across the division on the specifics of the capital programme and its constituent schemes.
  • To provide timely and accurate performance information to senior managers to enable an assessment as to whether health and safety is being managed effectively in line with legal requirements, standards and good practice. This will be done through a robust active and re-active monitoring framework.
  • To establish effective networks with peer groups across regional boundaries to ensure that developments in relevant functional areas are shared, and best practice and learning is disseminated.
  • To advise that work is stopped if it contravenes agreed standards and systems and is putting people at risks facing the division.
  • To ensure the skill set within the teams constantly reflects the challenges facing the division.

  • To lead, manage and motivate staff and team members, recruit staff, train and develop staff, in-accordance with Council policies and employment laws, and ensure that relevant procedures are understood and followed.

  • Detailed knowledge of contract management and how it relates to the service area
  • Degree Level qualification in domestic construction/refurbishment or equivalent experience.
  • Extensive knowledge of building defects identification and specification drafting and review
  • A Management Qualification or equivalent experience
  • To manage procurement exercises to achieve excellent results
  • To be able to establish and maintain professional business relationships with contractors and suppliers
  • To be able to drive a culture through the team that is focussed both on customers and quality
