Job Purpose:
To ensure Axis Supported Living maintains a high-quality, safe and financially sustainable property portfolio. The BPM is responsible for managing property acquisition, maintenance, rental income, and tenancy processes, while supporting the CEO in financial oversight and income generation. This role plays a key part in ensuring operational excellence and maximising value for money across the charity’s estate.

Key Responsibilities:

Property Management

  • Source and negotiate new properties in line with service needs
  • Build and maintain strong relationships with landlords and estate agents
  • Oversee property readiness, including furnishings, safety standards and repairs
  • Ensure timely maintenance and repairs through internal team or contractors
  • Coordinate void management and minimise property downtime
  • Conduct inspections, approve handovers, and manage terminations
  • Participate in a shared on-call rota to coordinate and respond to property repair issues outside of standard working hours, ensuring timely resolution and minimal disruption to tenants.

Financial & Business Operations

  • Maximise rental income and ensure housing benefit processes are accurate and timely
  • Manage service charges, rent increases and top-up arrangements
  • Monitor repairs budgets, obtain quotes and approve invoices in line with policy
  • Support CEO with income tracking, financial planning and identifying efficiencies
  • Work with the Admin & Accounts Assistant to monitor tenant accounts and income
  • Act as a secondary signatory on expenditure approvals

Line Management & Leadership

  • Line manage the Admin Assistant and Accounts Exec
  • Contribute to the Senior Leadership Team and support strategic and operational decision-making
  • Monitor team performance and ensure compliance with policies and procedures
  • Provide mentoring and operational support to direct reports

Compliance & Quality Assurance

  • Ensure health & safety standards are met across all properties
  • Maintain up-to-date records of leases, certificates, and compliance checks
  • Ensure the organisation meets its responsibilities around tenant risk, lone working and safeguarding
  • Work with Operations Manager to align property use with client needs and referral patterns

  • CEO and wider SMT
  • Landlords, estate agents, contractors, utilities providers
  • Admin & Finance staff
  • Local authority housing and housing benefit departments
  • National Probation Service (where tenancy or referral issues arise)

Objectives & Key Results (OKRs)

  • Maintain 90%+ occupancy across all available units
  • Reduce average void turnaround time to under 7 days
  • Ensure 100% of properties meet health & safety standards and compliance obligations
  • Collect 98%+ of all income due from rent, top-ups and housing benefit
  • Respond to all urgent maintenance issues within 24 hours

Person Specification:

Essential

  • Experience managing a residential property portfolio, ideally in supported housing
  • Strong understanding of landlord-tenant law, housing benefit, and rent recovery
  • Experience managing contractors and/or maintenance staff
  • Strong negotiation, budgeting and record-keeping skills
  • Comfortable lone working and visiting client properties independently

Desirable:

  • Experience working with vulnerable or high-risk adults
  • Familiarity with exempt accommodation funding
  • Line management experience in a housing or operational context

Other Requirements:

  • Enhanced DBS check
  • Ability to work flexibly, including occasional out-of-hours property work
  • Regular travel to dispersed properties (75+ across Leeds and surrounding areas)
  • Full UK driving licence and access to vehicle

  • Salary: £41,600 per annum
  • Hours: 37.5 per week
  • Location: Office base in Leeds with travel to all Axis properties
  • Contract type: Permanent
  • Probation period: 4 months
  • Notice period: 2 months
