The Projects and Programmes Team is working with partners to deliver construction projects across a range of programmes including regeneration, public realm, place making, culture, leisure, and Council assets.

About the role 

Working within one of the above teams, modelling the Council’s values and behaviours to help achieve the Council’s and the service ambitions, you will be supporting projects and programmes which are primarily focused on place making and the built environment. You will help to manage project management functions across the Council and in collaboration with partner organisations. The work is fast paced and dynamic supporting the delivery and improvement of services which meet the needs of our communities and stakeholders.

The post holder will be responsible for supporting projects and providing assurance to professional project management functions. It will include on-site working and supporting projects commensurate with grade.  The role will include supporting the Council to meet a range of statutory and regulatory functions in relation to procurement, planning, highways, and other matters. Officers will also provide support and information to ward members and other services on related project and commercial activity. 

About You

We are seeking a self-motivated, versatile, delivery focused applicant to provide project management delivery in a placemaking environment supporting a range of challenging projects. The Project Officer will be able to demonstrate skills and experience in project management in the built environment, or relevant transferable skills.

You will work as part of a larger team with a proactive culture and in partnership to help deliver our investment and service objectives. Ideally you will have some qualifications in Building, Project Management or Construction, with some training in Project Management methodologies such as Prince 2 or APM. You will have experience of working as part of a dedicated team, and be effective in managing competing priorities and workloads, responding quickly and appropriately to changing needs and be able to demonstrate excellent organisation skills.

Job purpose

Responsibilities

The Project Officer will be able to demonstrate relevant skills and experience in project management in the built environment. 

Qualifications

  • Have qualifications equivalent to apm PMQ, or some experience in a project management role.
  • Have a qualification or some experience of working on built environment projects.

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

Project management and organisational skills

  • Experience of supporting the delivery of complex built environment projects through all the Design e.g. RIBA/lifecycle/Gateway stages with competing workstreams, including supporting multi-disciplinary teams.
  • Contribute to effective project reporting, governance and delivery, including the drafting and presentation of reports for senior officer approval.
  • Ability to utilise project management methodology and tools to deliver built environment projects i.e., risk logs, communications plans, project brief, cost plans and procurement strategy reports etc.
  • Demonstrate good organisational skills so that you can manage conflicting deadlines and prioritise workloads. 
  • Develop and manage timely and up to date project information, understand procurement processes and support open, responsive and accountable governance. 
  • Develop and manage key project documentation, ensuring an accurate audit trail, finance monitoring whilst demonstrating attention to detail. 

Financial and Commercial

  • Ability to support negotiations to secure value for money and drive quality.
  • Experience of supporting effective identification and resolution of risks and issues with the ability to find and implement creative and innovative solutions and project level.
  • Knowledge of contract management including monitoring and evaluation to secure improvements to performance outcomes.
  • Ability to support funding applications and the development of bids to external bodies and to identify funding and cost saving opportunities to support project viability whilst maintaining project quality.
  • Experience of risk management including mitigating / minimising the Council’s liabilities or risk exposure. 
  • Awareness of and willingness to develop commercial and technical knowledge in the built environment.

Teamwork and communication

  • Ability to present complex information in a clear and concise manner using a variety of formats to stakeholders at all levels.
  • Experience of supporting and maintaining relationships with project team members to ensure project ambitions and plans are delivered.
  • Experience of working in a multi-disciplinary built environment project environment and coordinating inputs from across a project team, including interfacing with other service areas such as legal, finance and technical as needed taking guidance or providing support to senior officers and team members where needed.
  • Ability to work both within the council and with external stakeholders and partners, focusing on delivering quality outcomes and to contribute to an organisational culture of shared accountabilities, learning and continuous improvement. 
  • Ability to demonstrate drive, resilience, and self-management skills. and be willing to work proactively and independently when required
  • Provide line management, guidance and support to colleagues and clients, including new starters.
  • Excellent communication skills with the ability to form positive relationships with a variety of stakeholders within the Council and a range of stakeholders and partners outside the Council.
  • Experience of developing and delivering effective consultation and communications plans with colleagues, clients, councillors, and other stakeholders in accordance with council policy.
