As a Building Surveyor within the Planned Maintenance team you’ll have a vital role in working across our large and diverse corporate estate and will be committed to ensuring the safety, integrity and environmental performance of Leeds City Council’s buildings.
Although you do not necessarily need to be formally qualified, you will be able to demonstrate significant skills and experience in design, maintenance, refurbishment and construction matters for public and commercial type buildings.

About you
As a Building Surveyor, you will bring to the role:
- Experience and knowledge of Building Regulations, Welfare Regulations, Fire Regulations, CDM and Health & Safety regulations and how they apply to commercial/public
- Drive, energy, resilience, and self-management skills as well as integrity, openness and awareness of others in delivering the service.
- Experience of supporting a multi-disciplinary and occasionally geographically dispersed project or service team.
- Ability to find and implement creative and innovative solutions to problems in a project or buildings maintenance environment.
- Excellent communication skills with the ability to influence and negotiate to form positive relationships with a variety of stakeholders.
About the role
The Council’s Planned Maintenance team is responsible for delivering the maintenance programme for the entire corporate estate. This includes all works identified through condition surveys and fire risk assessments, and ensuring compliance with CDM requirements, Health & Safety and Fire Regulations.
As a Building Surveyor within the team, you will have an essential role in identifying and delivering these works for the safety and security of staff and site users, ensuring that the Council’s assets are protected (including a range of historic and listed buildings) and that it fulfils its duties as landlord.
You will be required to provide advice on building design, maintenance, refurbishment and construction matters, including building management and control systems.
Sitting within the wider Climate & Energy team, you will have an input into the energy efficiency and decarbonisation of the Council’s buildings and will therefore make an important contribution to the achievement of our net zero carbon targets.
You will routinely attend sites to complete surveys and inspect works, liaising with contractors, Council staff, service users and other relevant parties as required in support of the delivery of the service.

Job description
Job Purpose: To support with the delivery of the Council’s planned maintenance programme across its corporate estate, including providing surveys, specifying works required, managing contractors, monitoring performance and ensuring compliance with all relevant design, CDM, construction and health and safety requirements.
Responsibilities:
- To provide a Council wide service in relation to design and construction matters on new and existing buildings.
- To attend sites to complete condition surveys and inspect works, liaising with contractors, Council staff, service users and other relevant parties as required in support of the delivery of the service.
- To ensure all Health and Safety and CDM legislation and requirements are complied with.
- To undertake design and detailed drawings utilising AutoCad, for all relevant building related matters, Planning and Building Control applications and feasibility studies.
- To provide relevant data for input on to all relevant Corporate Property Management information systems.
- To monitor contractor performance and provide performance indicator information.
- To provide specification details and any other relevant documentation to enable tenders to be sought for technical and construction works on behalf of the Service and provide technical assessment of tenders returned.
- To ensure orders are placed for major building projects, refurbishment or construction works and that those works are programmed, monitored, implemented, supervised and inspected.
- To provide advice as required in relation to building design, maintenance, refurbishment and construction matters, including building management and control systems, and ensuring new projects are designed to eliminate future maintenance problems and ensure maximum decarbonisation and energy efficiency.
- To ensure relevant forms of contracts are adhered to and that standards of work and performance are met in keeping with the Council’s policies on procurement of services and supplies.
- To support with ensuring the effective and efficient use of resources to meet Service and Directorate requirements and deadlines in keeping with Best Value aims.
- To comply with the Council’s Financial Regulations and Standing Orders, supporting with validation of contractor invoices.
- To represent the service at meetings when necessary.
- To support with the production of high quality reports.
- To undertake the duties of the post in accordance with the Council’s policies and procedures including those relating Equality, Diversity and Inclusion, and Health and Safety.
- To undertake other duties as may be required from time to time as directed by the relevant Service or Project Manager.
Qualifications:
- Degree or equivalent significant experience in a relevant service area.
Essential requirements:
- Experience and knowledge of Building Regulations, Welfare Regulations, Fire Regulations, CDM and Health & Safety regulations and how they apply to commercial/public buildings.
- Experience of supporting multi and competing workstreams in relation to the maintenance of buildings from feasibility to service delivery.
- Demonstrate drive, energy, resilience, and self- management skills as well as integrity, openness and awareness of others in delivering the service.
- Ability to present information in a clear and concise manner using a variety of presentational formats.
- Experience of working in a multi-disciplinary project or service environment and supporting with the coordination of inputs from across a project or service team.
- Experience of supporting a multi-disciplinary and occasionally geographically dispersed project or service team.
- Ability to find and implement creative and innovative solutions to problems in a project or buildings maintenance environment
- Excellent communication skills with the ability to influence and negotiate to form positive relationships with a variety of stakeholders

Desirable requirements:
- Relevant qualification in relation to Building Design,
Surveying and Construction.
- Qualification in health and safety, i.e. NEBOSH (National Examining Body of Occupational Safety and Health).
