As a Building Surveyors Assistant Manager you’ll have a vital role in determining and delivering the Council’s programme of planned maintenance for our large and diverse corporate estate, thus ensuring the safety, integrity and environmental performance of Leeds City Council’s buildings.
You will hold relevant professional and health and safety related qualifications and will be able to demonstrate significant skills and experience in design, maintenance, refurbishment and construction matters for public and commercial type buildings.

About you
As a Building Surveyors Assistant Manager, you will bring to the role:
- Relevant qualifications in Building Design, Surveying and Construction and in Health and Safety.
- Experience and knowledge of Building Regulations, Welfare Regulations, Fire Regulations, CDM and Health & Safety regulations and how they apply to commercial/public
- Experience of working in a multi-disciplinary project environment and co-ordinating inputs from across a project team.
- Drive, energy, resilience, and self-management skills as well as integrity, openness and awareness of others in delivering the service.
- Excellent communication skills with the ability to influence and negotiate to form positive relationships with a variety of stakeholders.
About the role
The Council’s Planned Maintenance team is responsible for delivering the maintenance programme for the entire corporate estate. This includes all works identified through condition surveys and fire risk assessments, and ensuring compliance with CDM requirements, health & safety and Fire Regulations.
As a Building Surveyors Assistant Manager, you will have a key responsibility in specifying the requirements for and overseeing the delivery of the planned maintenance programme for the corporate estate. This is an essential role in ensuring the safety and security of staff and site users, that the Council’s assets are protected (including a range of historic and listed buildings) and that it fulfils its duties as landlord.
Your role will also include managing surveyors and project staff, procuring contractors, evaluating tenders, monitoring performance and controlling expenditure for schemes.
Sitting within the wider Climate & Energy team, you will ensure new projects are designed to maximise the energy efficiency and decarbonisation of the Council’s buildings and will therefore make an important contribution to the achievement of our net zero carbon targets.
You will be required to provide advice as required in relation to building design, maintenance, refurbishment and construction matters, including building management and control systems.

Job Description
Job Purpose: To provide a planned property project management service to the Directorate in respect of the design and construction of building and associated works. To plan and advise on the validity of future projects, and to manage and advise the surveying and project staff within the Planned
Maintenance/Decarbonisation and associated teams on all aspects of Design, CDM & Construction.
Responsibilities:
- To provide a Directorate wide service in relation to design and construction matters on new and existing buildings.
- To manage the surveying and project staff.
- To ensure all Health and Safety and CDM legislation is complied with.
- To control and monitor expenditure pertaining to construction schemes managed by the surveying and project staff
- Undertake design and detail drawings utilising AutoCad, for all relevant building related matters, Planning and Building Control applications and feasibility studies.
- To provide relevant data for input onto all the Corporate Property Management information systems. Provide and monitor performance indicator information.
- To provide specification details and any other relevant documentation to enable tenders to be sought for technical and construction works on behalf of the Directorate and provide technical assessment of tenders returned.
- To ensure orders are placed for major building projects, refurbishment or construction works and that those works are programmed, monitored, implemented, supervised and inspected
- To compile budgets for future projects, produce reports in order that funding might be obtained and expended in accordance with LCC’s Financial Regulations and Standing Orders.
- To provide advice as required in relation to building design, maintenance, refurbishment and construction matters, including building management and control systems. Ensure new projects are designed to eliminate future maintenance problems and ensure maximum energy efficiency.
- To ensure relevant forms of contracts are adhered to and that standards of work and performance are met in keeping with the Council’s policies on procurement of services and supplies.
- To oversee the effective and efficient use of resources to meet Directorate/ Divisional requirements and deadlines in keeping with Best Value aims.
- To comply with the Council’s Financial Regulations and Standing Orders and authorise the payment of project invoices.
- To work within the concept of contractor partnership as stated within “The Egan Report, Rethinking Construction” (1998).
- To represent the service at meetings when necessary.
- To produce high quality reports.
- To undertake the duties of the post in accordance with the Council’s policies and procedures including those relating Equal Opportunities and Health and Safety.
- To undertake other duties as may be required from time to time as directed by the Capital Planned Projects Manager.
Qualifications:
- Degree or equivalent significant experience in a relevant service area.
- Relevant qualification in respect of Building Design, Surveying and Construction.
- Qualification in health and safety i.e. NEBOSH (National Examining body of Occupational Safety and Health).
Essential requirements:
- Experience and knowledge of Building Regulations, Welfare regulations, Fire Regulations, CDM and Health & Safety regulations and how they apply to commercial/public buildings.
- Experience of supporting complex multi and competing workstream projects.
- Experience of managing non-complex projects or sub projects within large scale multi-disciplinary project and coordinating the associated commercial approach.
- Demonstrate drive, energy, resilience, and self- management skills as well as integrity, openness and awareness of others in delivering non-complex projects.
- Ability to present complex information in a clear and concise manner using a variety of presentational formats.
- Experience of working in a multi-discipline project environment and coordinating inputs from across a project team.
- Experience of supporting a multi-disciplinary and occasionally geographically dispersed project team.
- Experience of successful management of change programs which reflect service needs, provide value for money, and maintain quality.
