Job Description

Job Purpose

The Planning and Sustainable Development Service provides a comprehensive service to the Council and the position of Building Control Surveyor provides the post holder with the opportunity to experience a wide range of work across the Building Control function at a professional level. The Building Control Surveyor will assist in providing appropriate professional support to enable the delivery of an effective Building Control service and provide professional advice to the Council on a wide range of Building Control related matters.

The work will incorporate dealing with a range of Building Control Applications and related Building Control services functions to consistently high standards which meet Directorate objectives and demanding performance targets.

The post holder will be able to progress through the specified grades as experience and knowledge is gained and subject to passing the appropriate study/courses. Support, guidance and training will be given to the post holder to assist in effective delivery of the responsibilities and progression towards achieving the qualification.

Responsibilities

  • To act as a case officer and engage with prospective applicants and agents, ward members and members of the public in constructive pre-application discussions.
  • To apply a project managed approach to development proposals.
  • To give appropriate and timely responses to customer enquiries on Building Control matters.
  • To undertake work in connection with a range of Building Control functions. Dealing with domestic plan vetting and carrying out site inspections. Assisting with dangerous structures and demolitions. Dealing with small commercial applications and site visits.
  • Ability to manage own case load with competing priorities whilst delivering on a range of projects within set timescales and ensure work is undertaken in a cost effective manner. Responsible for monitoring the work undertaken and producing appropriate reports as required.
  • Liaise with colleagues and professional staff at all levels across the Directorate on different issues and to question and seek clarification on property issues. Understand the wider implications of planning, highway and legal issues.
  • Ability to interpret corporate visions and values and put into practice through agreed policies and strategies.
  • To represent the section in meetings or working groups and present reports clearly, succinctly, both in writing and verbally.
  • Ability to deliver projects within the context of sometimes conflicting objectives to ensure the most effective solution corporately.
  • Preparation of accurate reports in relation to the work undertaken and the preparation of technical and survey material.
  • Assist in identifying improved systems and procedures and contribute to their implementation. Ability to contribute to change programmes, improve service quality and support culture that drives up standards and performance.
  • To conduct work assignments with minimum direct supervision and in accordance with specified work programmes and timetables being responsible for supervising technical and support staff as required.
  • To act as the case officer and deal with a range of Building Control proposals and applications to work with Applicants, Agents and customers to determine a Building Regulation approval.
  • To keep Elected Members, MPs, and customers appropriately informed on Building Control matters and deliver a high level of customer care.
  • To become involved in projects aimed at improving the quality and effectiveness of the service we provide as required.
  • To carry out the above duties in accordance with the Council set procedures, Equal Opportunities Policy and Health and Safety procedures.
  • To undertake such other duties commensurate with the grade of the post.

Qualifications: To pursue a recognised course of study to attain accreditation as a Building Control Surveyor. The position provides the opportunity for the post holder to gain experience of Building Control disciplines and specific training will be provided for the post holder to attain relevant qualifications.

  • Deals with a full range of technical Building Control Applications including some complex cases.
  • Writes detailed reports on complex issues reaching reasoned conclusions and recommendations with limited supervision.
  • Knowledge of Temporary Demountable Structures.
