Highways and Transportation

Our teams in Highways and Transportation are transforming the city to make Leeds a better place to live, work and travel in. We’re a major service within the council, with nearly 500 colleagues working on daily operations and planning for future developments.

Our ambitious transport strategy aims to make Leeds a city where you don’t need a car. Our flood risk strategy sets out key objectives that will deliver tangible reductions in flood risk and create a more climate resilient city.

Delivering more than £150 million of work every year in the past few years, our proposals contribute to important council agendas on climate change, inclusive growth, health and wellbeing and Vision Zero 2040 road safety.

We continually monitor, analyse and consult to inform improvements and the design of major construction projects. We’re focused on the best outcomes for local people, with safety, resilience and sustainability front of mind.

It takes a highly motivated and multi-talented team to manage the transport network and maintain infrastructure in a city the size of Leeds. The scope of the work is huge and here are some of the things we do:

  • maintain 3,000 miles of road and 700 bridges
  • manage over 40,000 planned and emergency highway works each year, from resurfacing to street lighting
  • operate effective traffic control systems, including 670 sets of traffic signals
  • agree traffic management for major sporting and other events
  • build large scale highways schemes such as the East Leeds Orbital Route
  • improve flood resilience by managing 1000km of watercourses, delivering major flood alleviation projects and evaluating flood risk during the planning process
  • work with communities to make our roads safer and easier for people walking, wheeling and cycling
  • design and implement public transport schemes to improve convenience and reliability
  • ensure planning and transport are aligned as the city grows

We are seeking applications from people who want to make a difference and bring about positive change on the ground. We are looking for a wide range of skills, from civil and flood risk engineers to geotechnicians, procurement specialists, transport planners, office support roles, technicians, apprentices and many more.

Our colleagues say:

Mandeep, Traffic Engineer

“In traffic engineering I get to improve infrastructure in my area and help to make Leeds a safer city. Within my team I have a great support network and I can always ask someone for help. I enjoy the challenge of supervising on site and solving real life problems. I didn’t know what to expect when I started, however I was pleased that straight away I felt included and very welcomed.”

Jak, Apprentice Civil Engineer

“This apprenticeship is a great opportunity to gain work experience and earn a living whilst studying for a degree. I work with a really knowledgeable team on a range of projects across Leeds which all have different challenges, and I’m proud that we deliver good quality projects for city communities, keeping the climate emergency and sustainability as a key consideration.”
