Job Title: Independent Travel Training (ITT) Delivery Manager
Salary: PO4 £46,142 - £49,282

Introduction
As an Independent Travel Training Delivery Manager, you will play a key role in delivering children’s transport priorities for Leeds City Council, supporting accessible and inclusive education and learning settings for children and young people. You will manage and support a team of SEND Assessment Officers, oversee transport applications and appeals, and contribute to the development and delivery of Independent Travel Training (ITT) programmes.

As an ITT Delivery Manager, you will bring:
- Experience of managing staff and leading service delivery in a relevant setting.

About the role
You will:
- Line manage SEND Assessment Officers and support or deputise for senior managers in Children’s Transport and the wider Learning Infrastructure Service.
- Oversee the implementation of Section 508 of the Education Act 1996 in respect of the council’s duties to provide education transport assistance, including maintaining an effective appeals process.
- Liaise with schools, families, and partner agencies to ensure effective transport solutions for children and young people with SEND.
- Manage statutory appeals, complaints, and contribute to the preparation of case statements and responses to external enquiries.
- Work with the West Yorkshire Combine Authority to deliver the joint cooperation agreement to provide statutory Home to School transport to children and young people in Leeds.
- Working with the existing ITT Delivery Manager you will support the delivery and development of Independent Travel Training (ITT) across the city, including the design and delivery of training for professionals and partner agencies.
- Support the development and delivery of traded ITT consultation packages and Training the Trainers programmes, including direct delivery of training nationally.
- Ensure compliance with Leeds City Council policies and procedures, including safeguarding, equality, and health and safety.

Job Purpose:
The primary focus of the job will be centred on delivering children’s transport priorities, with the opportunity to support the wider team’s work in ensuring accessible and inclusive education and learning settings.
Responsibilities:
- To ensure consistent implementation and interpretation of policies and procedures across the Assets and Access team, with the ability to think creatively wherever possible and to share approaches to secure wider benefits
- To lead officers in activities where their roles support the job purpose, and to support or deputise for senior managers in the Assets and Access team in ensuring the delivery of broader work programmes where appropriate
- Oversee implementation of Section 508 of the Education Act 1996 in respect of the council’s duties to provide education transport assistance to eligible children and young people, to include ensuring that an effective appeals process is maintained.
- To ensure and develop consistent implementation and interpretation of transport policies and procedures amongst relevant service areas across the council, with the ability to think creatively wherever possible and to share approaches to accrue wider benefit
- To oversee processes for the referral of eligible children to appropriate support, including Independent Travel training, transport allowances, vehicle transport and mainstream education transport services provided by WYCA.
- To liaise, advise and maintain close contact with those agencies and professionals involved in the transport assessment process (schools/settings, Passenger Services, SENSAP, Educational Psychologists, Health, Social Care, WYCA etc.)
- To organise, chair and attend meetings with parents, schools and other relevant agencies/professionals to discuss specific issues associated with transport for individual pupils who have SEND and complex travel support needs
- To chair and organise conciliation meetings where parents are in disagreement with the application of transport policy in order to prevent service failure and/or complaints to the Local Government Ombudsman.
- To ensure arrangements are made for liaison with parents, or where relevant young people aged between 0 – 25, to promote the uptake of Personal Travel Allowances for children with the highest levels of need and/or the most complex travel needs, having direct involvement where appropriate.
- To manage the preparation of written case statements in response to Local Government Ombudsman investigations, when required, and responses to complaints from elected members, MP’s etc where appropriate.
- To oversee an effective statutory education transport appeals process, including the preparation of appeal hearings, appeal bundles and the clerking of education transport appeals, and to manage complaints and legal challenges including supporting the preparation of press releases.
- To work under own initiative using logical reasoning skills, concentrating on devising solutions to problems with project plans, policies and team-level processes.
- To contribute to maintaining the efficient use of resources for children with special educational needs.
- To manage relevant staff members within the team and to respond flexibly to the changing shape of the service as the team responds to increases in demand.
- Working with stakeholders in the council and partnership organisations to implement a traded offer of ITT consultation packages and Training the Trainers programmes in support of the council’s business and financial plans
- Seek out opportunities to engage services we want to engage in the provision of ITT locally, and an ITT traded offer nationally, and develop and sustain positive working relationships as needed.
- To ensure that the service maintains an effective offer of training for Independent Travel Trainers, both internally and externally, by:
- Designing training in line with awarding body requirements
- Overseeing the relevant training contributions of officers whose roles support the post holder’s job purpose
- Direct delivery of training nationally, including overnight stays outside Leeds as needed, typically once per month.
- Initiating training and the organisation of staff development and training programmes for professionals whose work fits within the remit of ITT
- Leading initiatives to ensure high quality service provision and practice
- Ensuring the provision to partner agencies of appropriate staff development, training materials and resources
- Overseeing quality assurance requirements for qualifications and externally accredited programmes
- Undertake comprehensive evaluation of programmes in consultation with cross-council colleagues and services
- Continuously review and support the delivery of the ITT Training the Trainers programme, with an emphasis on adapting it to meet the needs of the cohort being delivered to
- Show leadership and direction to officers whose roles contribute to the post holder’s job purpose, engaging and motivating staff to create a culture of team work, flexibility and creativity
- Support Senior officers through making recommendations on budget management and financial planning, monitoring activities in accordance with approved procedures whilst adhering to Council Financial Regulations
- Assist in ensuring all appropriate areas of the Assets and Access team’s work are delivered with an ethos of restorative practice with aim to achieve a Child Friendly City
- Flexible and adaptable to change to assist other services as required commensurate to grade
- Participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills
- Improve own practice through observation, evaluation, discussion with colleagues and development programmes.
- To work collaboratively with colleagues, knowing when to seek help and advice.
- Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.

Qualifications
Desirable:
Educated to degree level or equivalent
Level 3 Education and Training Award, or an ability to work towards this
Qualifications in a field relevant to work in the children’s workforce would be desirable

- An in-depth understanding of the priorities of the Assets and Access Team, Children & Families Services and the broader council

Experience Required
- Demonstrable experience of managing the delivery of training programmes and projects and working to time scales

- Of effectively using your own judgement skills to ensure positive outcomes whilst maintaining good working relationships with senior managers, colleagues, partners and other stakeholders
- Evidence of successfully leading multi -agency collaboration
