Job Description
Job purpose
- To assist the Manager in leading on the management, development and administration of the service across a number of sites and in accordance with Council Policies and Procedures
- Use sound management techniques to establish and maintain good standards of practice, using the resources placed at the post holder’s disposal by the Manager. To promote a culture of continuous improvement amongst the staff team, supporting them to deliver an excellent service for each of the customers that conforms to the requirements of the City Council’s Multi-Disciplinary Policy and Procedures for Safeguarding Vulnerable Adults.
Responsibilities
- To assist the Manager in the management of budgets devolved to the Day Opportunities Hubs, prudently and within the established cash limits, in accordance with the established financial procedures of the City Council.
- To take responsibility for the planned maintenance, including repairs and development of the building environment in accordance with Council Policies and Best Practice.
- To manage in the absence of the Manager, commensurate with the grade.
- Manage and supervise a team of staff including Senior Support Workers to ensure the delivery of an effective service and that professional standards and codes of conduct are met. This is to include:
- Holding regular team meetings with staff
- Delivery of an induction programme to all new staff during their probationary period.
- Participating in the training and personal development of staff in both informal and formal settings.
- Manage day to day operations of the services. Ensure that professional practice is monitored and delivered in accordance with professional codes of conduct. Where required, to be flexible and cover at other Day Opportunities Hubs and support both staff and customers.
- To assist the Manager in managing the quality assurance frameworks, measuring and monitoring standards and quality of care.
- To ensure that the post holder assists the Manager to provide individual recovery plans which promote strengths and asset-based approaches and conform to the requirements of Quality and Safety standards.
- To be fully involved in the recruitment of staff, in line with the policies and procedures of Leeds City Council.
- To assist the Manager in ensuring that all aspects of the City Council’s Continuous Improvement Programme is fully adhered to. Including:
- Ensuring that all staff receive an annual appraisal and that from this appraisal their training and developmental needs are identified, and an action plan put in place to address these needs.
- Monitoring the implementation of each member of staff’s personal action plan and to record achievement against agreed targets. In addition to supporting staff in career and work skills development
- Ensuring that all staff receive regular supervision.
- Operating the attendance management procedures
- Dealing with complaints, issues of poor performance, staff discipline and grievances.
- Liaise with educational bodies and plan, provide and support student placements
- To liaise and communicate with relatives, carers, other professionals and appropriate agencies and signpost to appropriate services where required
- To accurately complete and audit all necessary documentation on the CIS records and reports as necessary and determined by the LCC procedures including the code of conduct.
- To participate in and ensure that all staff are deployed on the rota and that these provide sufficient care and support to meet the customers’ assessed needs.
- To have a clear understanding of the responsibilities under the Health and Safety at Work Act 1974, and of the other regulations listed in the Essential Standards of Quality and Safety.
- In the absence of the Manager, to accept responsibility in line with Leeds City Council policies and procedures, for the Health and Safety of all those visiting, employed in, or using the services provided by the Day Opportunities Hubs.
- In the absence of the Manager, to represent the interests of the Day opportunities Hubs at various meetings and forums at a variety of locations.
- To Assist the Manager in ensuring that access to services for people from Black and ethnic communities is facilitated and that services are provided with respect and dignity in culturally appropriate and acceptable ways that follow Leeds City Council’s Culturally Competent Care guide.
- To support the safeguarding of customers within a positive risk management framework, ensuring that all safeguarding issues are monitored and reported promptly in line with multi-agency framework (and support staff and manager with these tasks).
- To respect the confidential nature of the work and ensure that customers and carers are aware of the Councils policies relating to the service user access to files and to work within the appropriate information sharing protocol and the GDPR.

Qualifications
- It is desirable to hold a Level 3 qualification in Care or equivalent.
Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.
Skills required
- The ability to undertake the role of the Manager in their absence, commensurate with the grade.
- Good communication and interpersonal skills.
- Good written and report writing skills.
- The ability to manage and support staff and service users through periods of change.
- The ability to operate administrative procedures and recording systems to provide accurate management information as and when required.
- Ability to motivate and develop staff and demonstrate competence whilst undertaking formal staff supervision and performance appraisal.
- Ability to work in collaboration with other professionals and agencies to promote social inclusion
- Able to represent the service at meetings and conferences.
- The ability to support the management of complex budgets.
Knowledge required
- A full understanding of the Managers responsibilities under Health and Safety Legislation
- Understanding of current, trends, policies, legislation and regulatory bodies in relation to vulnerable adults within a social care setting.
- Understanding of Council policies and procedures including Adult Safeguarding and Financial Regulations.
- Demonstrate an understanding of the importance of confidentiality and the needs and wishes of customers as appropriate.
- Understanding of the needs associated with vulnerable adults.
- Demonstrate an understanding of diversity issues within local communities.
- Of strengths based and asset-based approaches and the social model of disability.

Experience required
