You will be a self-motivated and ambitious registered building inspector with the management experience to take on this senior position at the helm of our highly professional and successful Building Control Team. As a team we handle over 3,000 building regulations applications per year with over 60% market share.

About you
As our Building Control Manager, you will be a registered building inspector (Class 2F to 3H), with an appropriate professional qualification or equivalent relevant skills and experience.
You will bring to the role:
- proven management experience, with a strong track record of implementing creative solutions in a complex project environment and achieving transformational outcomes
- sound knowledge of legislation, regulation and policy relating to building control, with detailed understanding of economic strategy, local government and the political context
- strategic and operational experience in building control, including budget management, resource allocation, performance reporting, and policy development
- a collaborative approach, with experience of successful partnership working and building trusted relationships across services and sectors

The Building Control Team includes 25 registered building inspectors and is core to the council’s planning function. In such a major city as Leeds we operate in a complex economic, business and cultural environment, at the heart of an important partnership network across the public and private sectors.
Reporting to the Head of Service Building Control, you’ll be responsible for strategic and operational management of the building control service. You will support your talented team to deliver on the council’s priorities and strive for continuous service improvements, ensuring the highest standards in construction and public safety.

Job Description
Job purpose The role will lead on the strategic and operational management of Building Control which is a Registered Profession, supporting the Chief Officer and the Head of Service Building Control, working with partners and supporting Directorate management teams.
Responsibilities
- Support delivery of programmes of strategic significance to the Council to deliver services in line with Council priorities.
- Responsible for the development and delivery of the service plan and drive continuous improvement initiatives through leading and contributing to cross Council projects.
- In line with the Budget Management Accountability Framework to be responsible and accountable for all financial resources within the service area ensuring value for money and working within financial regulations
- Work with the Building Safety Regulator and DLUHC on in scope buildings.
- Support open, responsive and accountable government ensuring good governance compliance with financial, procurement and legal procedures.
- Represent SMT as and when required to provide briefings to local ward Members and MP’s.
- Ensure delivery of Building Control which meet agreed performance targets, KPI’s and OSR’s.
- Be personally involved in casework of a complex, high profile or politically sensitive nature, including contact with elected Members, with the media and involvement in customer service complaint and Ombudsman investigations.
- Plan, organise, co-ordinate, deliver, control and monitor areas of work within a context of budget pressures and funding restrictions.
- Provide direction and support to colleagues, clients and immediate line reports, creating an organisational culture of shared accountabilities, learning and continuous improvement.
- Work with elected Members, MP’s, service users, trade unions and partner stakeholders in ways which support inclusive open and accountable government through the provision of strategic advice on risk management and support them in their respective roles.
- Review and monitor the performance of services, systems, budget, teams and individuals against standards and agreed outcomes in a cost effective and flexible way that is responsive to a dynamic local, political and national context

Qualifications- Building Control Degree or relevant demonstrable skills and experience in Building Control, Registered Building Inspector to a minimum level 2F and a member of a relevant Professional Body i.e. CABE, RICS,
Working Context-Post holders will work flexibly both at home and at various locations across the City and region. All colleagues should work in line with our hybrid working principles and spend regular time in the workplace to support service delivery, meeting the needs of the team and the requirements of their individual role. The hours are worked mainly Monday to Friday. However, the post holder will be expected to work outside normal working hours, including attendance at evening/weekend meetings or events if required to meet the needs of the service. The post holder will also be required to attend out of hours call out when required.

- A Registered Building Inspector, qualified & registered in respect of a minimum 2F competencies
- Able to demonstrate examples of managing a Building Control service and achieving quality transformational outcomes.
- Able to manage competing priorities, ensuring delivery on a range of programmes and adapting to changing circumstances.
- Experience of senior leadership and management relevant to area of service delivery.
- Experience of strategic and operational resource management including the evaluation of competing priorities and managing accountabilities.
- Significant experience of leading change programmes, driving up standards and performance.
- Significant experience and commitment in relation to engagement in decision making processes.
- Knowledge of applicable, legislation, regulations, policies, inspections and performance information.
- Detailed knowledge and understanding of economic strategy and policy, understanding of local government political systems and experience of working on politically sensitive issues.
- Significant experience of developing productive working relationships with Council Members, trade unions and Corporate Leadership Team.
- Knowledge understanding and experience of leading and developing performance management and programme and project methodology to drive service improvement.
- Experience of working in a multi-agency environment and forging and driving successful partnerships.
- Experience of working effectively with others to deliver cross sector or service projects in a concise manner using a variety of presentational formats to all levels.
- Substantial experience of delivering a multi-disciplinary service at a senior level that is driven by service user requirements based on delivers customer focused outcomes and excellent customer satisfaction results.
