Location: Hybrid – up to 2 days a week in our offices at Merrion House, following an induction period with a higher level of person attendance.
This is an exciting opportunity to join the Public Health Intelligence Team in Leeds City Council and work with partner analytical teams in the Leeds Office of Data Analytics, LCC, Leeds Healthcare Providers and the wider West Yorkshire Integrated Care System.

About the role
As Public Health Intelligence Analyst Apprentice, you’ll have the opportunity to gain a Health & Care Intelligence Specialist Level 7 Apprenticeship and gain on the job experience with a team of specialists in public health intelligence, data engineering, data visualisation, reporting and data science. You will have the opportunity to develop working relationships with Business Intelligence teams through West Yorkshire and with Local Authorities regionally hosting equivalent apprenticeships.
The role is integral to our delivery of population intelligence as part of the Public Health Intelligence Team in the Leeds Office of Data Analytics. Job Description
Job purpose Support Public Health intelligence team to deliver intelligence on population health and wellbeing.
Responsibilities
- Deliver intelligence to public health teams delivering health improvement, health protection, and health promotion to improve overall population health and reduce health inequalities.
- Support the wider health and care system with the delivery of analysis as part of the healthcare public health advice offer.
- Use a range of analytical competencies to translate complex statistical information into actionable intelligence and insight.
- Contribute to the linking, analysis and interpretation of complex health, care and population data using appropriate specialist health analytical, epidemiological and biostatistical techniques; and draw meaningful conclusions to understand the factors that influence population health, inequalities and to inform the planning and delivery of health and care strategies, programmes, and services.
- Contribute to discussions on the design requirements of the most appropriate information systems for holding, linking and analysis of sensitive health and care data and for population health surveillance.
- Interpret and present health and care intelligence outputs to a variety of technical and non-technical audiences, including senior decision makers in the NHS and local government.
- Investigate the patterns and variations in wider determinants, diseases, and conditions influencing health and care outcomes.
- Design and implement population health surveys, disease surveillance tools and instruments, and service evaluation tools.
- Search for and critically appraise relevant evidence and scientific research on health and care intelligence, health determinants and interventions to improve population health and/or the delivery of care. Formulate specific recommendations based on the interpretation of both data and the appraised evidence.
- With support from a mentor, lead Public Health intelligence projects, reviewing and adjusting to meet organisational needs.
- With support take a lead role in building strong working relationships with a broad range of health and care system partners, colleagues, and the wider team.
- Comply with health and care information governance standards and legislation and procedures with respect to the handling of sensitive data and information. This may also require seeking ethics or research governance approval when relevant.
- Contribute expertise to the preparation of documents such as analytical reports, Joint Strategic Needs Assessment strengths and needs assessments, Pharmaceutical Needs Assessment, health equity audits, policy documents, evaluation reports, audits, and performance reports, for a wide range of audiences.
- Support the Public Health Intelligence manager to embed an evidence and intelligence-led culture within the local health and care system.
- Carry out projects to develop the analytics and the health and care intelligence skills and knowledge of others (including non-technical staff) in the health and care system through the demonstration and promotion of best practice, teaching and training.
- Provide evidence to make the economic case for investment in prevention and reducing health inequalities.
- As the postholder progresses through the apprenticeship they will begin to allocate work to and supervise team members offering advice and providing support where required
- Keep up to date with developments in field and is willing to learn new skills, including attendance at relevant training course(s)

Qualifications Eligibility for this role requires candidates to meet eligibility criteria for the associated L7 apprenticeship. These requirements are listed below (for further details of the course please see Health & Care (& Population Health) Intelligence Specialist Apprenticeship Level 7 - JGA ).
- C/4 and above in Maths and English (Level 2) or equivalent
In addition, you must have one of the following to be accepted onto the apprenticeship programme:
- Science, Technology, Engineering or Mathematics (STEM) undergraduate degree.
- Social Sciences (e.g., Psychology, Geography, Economics, Accounting) undergraduate degree with Research Methods and/or Statistics modules and an undergraduate dissertation that included a research data analysis component.
- Level 4 or higher qualification in STEM or a related field that includes substantial mathematical content (e.g., Higher National Certificate/Diploma in Computing, Engineering, or Science).
- Professional registration with FEDIP through the Association of Healthcare Analysts (AphA) at Practitioner or Senior Practitioner level.
- Equivalent analytical work experience e.g., NHS Band 6 or Band 7 data/senior analyst or similar role
Essential requirements Candidates will only be shortlisted if they can demonstrate that they meet all the following essential requirements.

- Able to use and experience of the use of information technology e.g. word, spreadsheet, database etc. and familiarity with other analytical software for example R-Studio, SPSS, SQL, Python or other
- Able to allocate and check work of other staff as appropriate
- Able to use a range of data sets to provide a wide range of analysis, data visualisations and management of information within a large organisation and across partner organisations.
- Proven ability to translate and present complex information in a clear and engaging way to non-technical audiences, effectively highlighting key issues to support risk identification, prioritisation, and informed decision-making on actions or policies.
