Hours: 18.5 hours per week, worked flexibly across Monday to Thursday

Location: Public Health Resource Centre, Chapel Allerton, Leeds

The Public Health Resource Centre (PHRC) is a specialist health library supporting anyone in Leeds who promotes health and wellbeing. We provide trusted, evidence-based resources and help build a confident, skilled workforce to reduce health inequalities across the city.

As a Health Improvement Resource Assistant, you’ll play a key role in maintaining our unique collection of public health resources and supporting the day-to-day running of the Centre.

What you’ll do:

  • Provide excellent customer service in person, by phone and email
  • Help users find relevant health information and resources
  • Manage leaflet and poster orders
  • Support data quality work – auditing, cataloguing and keeping records up to date
  • Assist with digital systems and contribute to health campaigns and improvement projects

About you:

  • Organised, thorough and confident working independently
  • Strong ICT and database skills, with experience handling data or audit processes
  • Excellent written and verbal communication skills, with a customer-focused approach
  • Confident using social media across different platforms
  • Able to manage your own workload and balance daily tasks with longer-term projects

You’ll need solid computer and admin skills and enjoy working with a wide range of people. Experience in libraries or information services is a bonus, but not essential – we’ll provide full training and support.

Applicants should be qualified to Level 3 in a relevant subject (e.g. Customer Service, Health & Social Care, Education & Training, or Library Studies) and able to demonstrate Level 2 literacy, numeracy and ICT skills.

Job Description

Job Purpose: The Public Health Resource Centre (PHRC) is part of the Leeds Public Health Workforce Development team. The team provides a service for professionals who have an interest in or responsibility for promoting health and wellbeing in Leeds (the Public Health ‘wider workforce’). The service offers resources, information, training and support on a range of health and wellbeing topics. 

The purpose of the role is to support the PHRC by:

  • Providing an effective customer service to PHRC customers
  • Maintaining quality evidence-based stock within the PHRC
  • Promoting the PHRC
  • Performing administrative tasks associated with the PHRC

Our mission statement is:

The Public Health Resource Centre develops the public health workforce, which increase community capacity to improve the health and wellbeing of people in Leeds, with particular focus on helping the poorest to improve the fastest.

Responsibilities for Grade:

Providing an effective customer service to PHRC customers

  • To provide a courteous and responsive high quality effective customer service for all users of the PHRC, who contact the service either by telephone, in person or via e-mail
  • To maintain customer standards of quality assurance in delivering evidence-based information, knowledge and advise on most appropriate resources to use, to support the wider workforce to reduce health inequalities and improve the health of the Leeds population.
  • To work independently and as part of a team to provide excellent customer service, to meet customer needs and to meet service improvements and deadlines.
  • To support the PHRC Service Plan to build a culture of engagement with key stakeholders, using customer feedback to develop current and future plans based on a continuous quality improvement cycle and to ensure targets in reaching new customer groups.
  • You will be responsible for your own personal health and safety and that of other people who use the PHRC, being alert to possible risks and reporting concerns to the appropriate manager. Keeping the PHRC clean, tidy and presentable at all times is essential and you will maintain these standards. There may be occasions when you are working on your own within the PHRC.

Maintaining quality evidence-based stock within the PHRC

  • To create relevant and timely displays of PHRC stock to support current Health & Wellbeing initiatives
  • To support the regular stock checks, cleaning, maintenance and review of health improvement resources, linking resources to Leeds Health & Wellbeing priorities and considering the most appropriate resources to meet the needs of customers
  • To support the PHRC team to accurately catalogue and classify new resources following standard procedures. To ensure all new resources are available for service users promptly
  • To maintain stock levels of leaflets and posters, and work with relevant suppliers to purchase stock accordingly.
  • The work is physical and involves standing, lifting and carrying.
  • To issue and discharge materials and equipment using the Library Management System and to provide advice to customers on how to use library resources and the online library catalogue

Promoting the PHRC

  • To represent the service at a range of learning events, networking events and conferences held locally promoting the health and wellbeing agenda, by delivering presentations or hosting a stall
  • To respond to national public health campaigns and support the delivery of local public health campaigns to enable the public health wider workforce to communicate health improvement messages in partnership with the specialist public health workforce.
  • To contribute to the PHRC online communication tools including social media, to promote the work of the PHRC and keep up-to-date with current public health practice within Leeds and beyond.
  • To positively promote the work and reach of the PHRC e.g. to contribute articles and public health information to the variety of local public health newsletters and delivering presentations to peers

Performing administrative tasks associated with the PHRC

  • You will use the Library Management System and Microsoft Office software and contribute to the positive promotion and advocacy of the PHRC in all its formats
  • To support the Senior Administrator/Project Support (PHRC) in maintenance of service systems and processes including database managemen
  • To monitor and record activities within the PHRC to demonstrate customer activity and service value. To produce activity reports as requested to help evaluate the PHRC activities.

Other

  • Participate in team meetings, providing information to members as appropriate
  • Take an active interest in your own development and the take full advantage of training provided through evaluating own practice and identification of areas of development by setting appropriate objectives via the appraisal process

The post-holder will be required to actively work towards developing and maintaining effective working relationships with both Leeds City Council staff and externally that are within the Public Health ‘wider workforce’ in Leeds, with close working expected to be with the following teams / roles:

  • Public Health Resource Centre staff
  • Public Health specialists
  • Librarians within Leeds across all sectors
  • Customers of the PHRC

In addition, the post-holder will be required to establish and maintain good working relationships with a range of partner organisations, including (but not limited to) Public Health providers in Leeds; NHS teams; schools, colleges and Universities; the UK Health Security Agency and the Office for Health Improvement and Disparities; voluntary, community and faith organisations; people within the Public Health ‘wider workforce’ in Leeds.

PERSONAL SPECIFICATION ESSENTIAL REQUIREMENTS: It is essential that the Candidate should be able to demonstrate the following criteria for the post within the context of the specific role duties and responsibilities:  Candidates will only be shortlisted for interview if they can demonstrate on the application form that they meet all the essential requirements.

Method of Assessment will be through one or more of the following Application Form, Test, Interview or Certificate.

Qualifications required:

  • Educated to Level 3 in an appropriate subject e.g. Customer Service, Health & Social Care, Education & Training, or Information & Library Studies.
  • Applicants must also be able to evidence literacy, numeracy and ICT skills at Level 2 or above.
  • Considerable experience of working in a similar role

Skills Required

  • Able to follow instructions, data input and catalogue stock (training will be provided) to a high degree of accuracy.
  • Able to listen to customers and interpret their needs from the PHRC and its resources.
  • Able to implement systems to ensure the effective monitoring and control of resources and report regularly on progress.
  • Able to deal positively with complaints and difficult situations, managing conflict to avoid escalation.
  • Able to contribute positively to the development of the PHRC, decision making and service planning
  • Able to promote and maintain PHRC stock.
  • Work in a team being able to respect and support each other.
  • Ability to share a passion for PHRC books and resources.

Knowledge Required

  • An understanding of what the PHRC can provide to its wider workforce and the variety of resources available
  • Good knowledge of digital technology
  • Health & Safety Procedure
  • Hold Level 2 or equivalent Literacy, Numeracy & ICT
  • Hold Level 3 or equivalent in a relevant subject i.e. Customer Service, Health & Social Care, Education & Training, Information & Library Studies.
